Context

Faced with emergency response to the El Haouz earthquake on 08 September 2023, the Morocco national office is undergoing major changes to adapt its programming. In this context and given the increase in the number of staff in the office and the growing number of projects handled by the various Sections, The national Office is looking to strengthen the finance team. The UNV Finance Assistant will provide the necessary support for processing of daily requests.

Task description

Within the delegated authority and under the supervision of the Finance Officer or his/her designated mandated representative(s), the UNV Finance Assistant will support in the following:
•Analyses the VAT report in VISION, identifies the related VAT payment vouchers, reviews documentation for compliance, prepares the relevant Annexes for review by Finance Officer and signature of the Operations Manager. and monthly submits a reimbursement request letter to MOFA.
•Ensures implementation of operational strategies focusing on achievement of the following results:
• Full compliance of financial processes and financial records with UN/UNICEF rules, regulations, policies and strategies.
• Input to the CO business processes mapping and elaboration of the content of internal Standard Operating Procedures in Finance in consultation with the direct supervisor and office management. Provides accounting and administrative support to the Finance Unit focusing on achievement of the following results:
• Proper control of the supporting documents for payments and financial reports; preparation of all types of requests for payments through VISION;.
• Maintenance of the internal expenditures control system which ensures that payments submission through Service Gateway to the GSSC Team are correctly recorded in VISION; travel requests/claims, and other entitlements are duly processed
• Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers, vouchers on hold
• Presentation of information on the status of financial resources as required.
• Maintenance of the Accounts Receivables and recording of deposits in VISION.
• Follow-up and record all cash receipts (DCT refund and reimbursement from staff) in VISION and ensure a good filing of Cash receipt vouchers with supporting documentation in accordance with organizational standards
• Timely Work on monthly and annual closure by process assigned schedules in SharePoint
•Timely preparation of monthly cash forecast
• Maintenance of the proper filing system for finance records and documents.
• Any other related tasks as may be required or assigned by the supervisor.
Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
• Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
• Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Results/expected outputs:
• As an active UNICEF team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNICEF and its beneficiaries in the accomplishment of her/his functions, including:
• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment
• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed
