Purpose of the Role
The Finance Officer is responsible for supporting the effective financial management of the project by ensuring accurate financial recording, transaction processing, budget monitoring, and compliance with organizational policies and donor requirements. The role contributes to sound financial management through maintaining complete financial records, managing petty cash and reconciliations, supporting payroll administration, and assisting with financial reporting and audits.
The Finance Officer also provides financial guidance to project teams and CSO partners to promote compliance with grant agreements, donor regulations, and organizational financial procedures.
Key Duties and Responsibilities
1. Financial Accounting and Transaction Management
– Process financial transactions, including supplier payments, staff payments, advances, settlements, and petty cash, in accordance with organizational policies and donor requirements.
– Record financial transactions accurately and maintain complete accounting records using the organization’s financial management system.
– Ensure all financial transactions are supported by complete and appropriate documentation.
– Maintain accurate budget coding and financial records for all project expenditures.
2. Cash Management and Reconciliation
– Manage project petty cash in accordance with established financial procedures.
– Prepare regular bank and petty cash reconciliations and resolve discrepancies in a timely manner.
– Monitor staff advances and ensure timely settlement and reconciliation.
– Conduct periodic cash counts and support financial spot checks at project locations.
3. Financial Reporting and Budget Support
– Support the preparation of monthly financial reports, budget monitoring reports, and financial analyses.
– Provide accurate financial information to support project management and decision-making.
– Assist the Finance Manager in preparing donor financial reports and responding to financial information requests.
– Monitor project expenditures against approved budgets and report any variances or financial risks.
4. Grants Financial Management
– Review financial reports and supporting documentation submitted by CSO partners to ensure compliance with grant agreements and donor requirements.
– Verify the eligibility, accuracy, and completeness of grant expenditures.
– Provide financial guidance and capacity support to partners on financial reporting, documentation, and compliance requirements.
– Report financial compliance issues and recommend corrective actions where necessary.
5. Payroll, Compliance, and Audit Support
– Verify payroll inputs, including attendance, salaries, deductions, taxes, and social security contributions, in coordination with the HR department.
– Maintain organized physical and electronic financial records in accordance with organizational document retention requirements.
– Support internal and external audits by preparing financial documentation and responding to audit requests.
– Ensure compliance with organizational financial policies, donor regulations, and applicable national financial legislation.
6. Coordination and Continuous Improvement
– Coordinate closely with programme, procurement, HR, and finance colleagues to ensure efficient financial processes.
– Identify opportunities to strengthen financial controls and improve financial management systems.
– Contribute to continuous improvement initiatives that enhance financial compliance, efficiency, and accountability.
7. Other Duties
– Perform any other duties related to the position as assigned by the Finance Manager or Program & Operations Director / Country Manager.
Qualifications & Preferred Skills
REQUIRED QUALIFICATIONS AND EXPERIENCE
Education
– Bachelor’s degree in Accounting, Finance, Business Administration, Economics, or a related field. A professional accounting qualification or certification is an advantage.
Experience
– Minimum of three years of relevant experience in finance or accounting, preferably within an NGO.
– Experience in financial transaction processing, reconciliations, budgeting, and financial reporting.
– Experience supporting donor-funded projects and working with grant financial management is highly desirable.
– Experience with accounting software and computerized financial management systems.
TECHNICAL SKILLS
– Strong knowledge of accounting principles and financial management practices.
– Familiarity with donor financial compliance requirements and organizational financial procedures.
– Excellent analytical, numerical, and reconciliation skills.
– High attention to detail and accuracy.
– Proficiency in Microsoft Office applications, particularly Excel.
