Global Roving Emergency Programme Manager

This offers an exciting opportunity to join NRC’s Emergency Response Section (ERS) and deploy to humanitarian crises and start-up missions to manage and oversee implementation of programmes in emergencies.

As a member of the ERS Global Roving team, you will be deployed on short-term assignments up to 6 months, across various NRC country operations, responding to requests from NRC’s Regional or Country Offices. Your deployments will encompass a range of roles such as Emergency Programme Manager/Specialist, Area Programme Manager, Head of Programme, or other specialized technical positions, tailored to your expertise.

What we are looking for:

We are in search of an experienced Global Roving Emergency Programme Manager, with technical proficiency in one of NRC’s fundamental core competencies or thematic areas: Shelter and NFIs, Protection, Camp Management / UDOC, WASH, Education, Food Security and Livelihoods, Cash & Markets, and/or Emergency Response.

We are looking for a flexible and dynamic individual who is interested in utilising their expertise, to take on a variety of different Programme Management roles across various contexts.

What you will do:

Some of your Generic responsibilities include:

  • Responsible for ensuring programme support to integrated programmes, coordination, and technical quality.
  • Line management of Core Competence (CC) Project Managers, and Project Coordinators where no Project Manager exists.
  • Compliance and adherence to NRC policies, guidance, and procedures.
  • Provide input into programme, emergency, area, or country strategies.
  • Develop quality donor proposals, budgets, and donor reports.
  • Quality compliance to donor standards, and grant management and regular reporting to donors.
  • Identify funding opportunities and develop funding strategy and forecasts.
  • Responsible for grants management and BPO allocations in Area.
  • Ensure compliance with contractual commitments and extracting and implementing key learnings from project implementation.
  • Coordinate or support new emergency responses.
  • Ensure capacity building of all technical staff.
  • Actively participate in coordination mechanisms involving UN agencies, other NGOs, government authorities, and local organizations.

Some of your Specific responsibilities include:

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus, and type of intervention.

  • Deputize the Area Manager during deployments, if required.
  • Responsible for the CC programmatic input to contingency plans.
  • Representation in sectorial coordination, clusters and/or working groups.
  • Reference to specific responsibilities is outlined in a separate Terms of Reference (TOR) which will be developed for each assignment.

What you will bring:

  • Minimum 4 years’ experience from a management position in a humanitarian/ recovery context
  • Previous experience in emergency response
  • Significant experience in a similar role managing programmes across multiple core competencies, or significant experience in a senior role managing/overseeing one core competency.
  • Experience from working in complex and volatile contexts.
  • Technical expertise in one of NRC’s core competencies or thematic: Shelter and NFIs, Protection, Camp Management or UDOC approach, WASH, Education, Food Security and Livelihoods, Cash & Markets, Emergency Response
  • Documented results related to the position’s responsibilities.
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • French, Spanish, or Arabic language skills are preferable.

  • Duty station: Global Roving – 75% deployed / 25% non-deployed
  • Contract: International 2- year contract.
  • Salary/benefits: Grade 9 on NRC’s salary scale, with accompanying terms and conditions.
