What are looking for

We are looking for experienced Emergency Response Managers or experience in similar positions. This is a management position therefore broad experience managing providing leadership in missions and to teams in large scale and broad emergencies is highly desired.

Technical background in Shelter, WASH or Cash programming is an added advantage. A second language, French, Spanish or Arabic is preferred.

What you will do

The purpose of the Emergency Response Manager position is to be responsible for design, development and implementation of timely and high-quality emergency response across a country, or for a specific geographical area/emergency of a large scale.

The main purpose of the Global Roving Emergency Response Manager position is to:

  • Act as the strategic lead expert in emergency response within each office the position is deployed to
  • Function as interim Emergency Response Manager in an existing NRC country programme, responding to a new emergency or to manage the existing emergency response system within the country programme.
  • Provide trainings on the key aspects of Emergency Response.
  • Provide technical support and guidance in developing preparedness in country programmes ahead of emergencies.

The Global Roving Emergency Response Manager will undertake short-term assignments, up to 6 months, to different NRC country operations. Assignments are based on requests from NRC’s Regional Offices.

The Emergency Response Manager when deployed is overall responsible for:

  • Overall oversight, strategic development and operational management of emergency response activities covering one or more areas.
  • Developing robust emergency setups based on appropriate needs analysis with an integrated program approach.
  • Developing emergency response strategies and technical SOPs/guidelines.
  • Development and management of funding proposals, project budgets and donor reports.
  • Implementation of emergency response projects (including master support budget and coordinating input for donor proposals and reports, and resources deployment), in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources).
  • Main focal point for development of emergency preparedness planning within the country operation.
  • Provide emergency specific input on Core Competence strategies, Country Strategy and Plan of Action.
  • Line management of project staff, and may be required to manage project manager(s).
  • Representing NRC in relevant forums/Clusters, including in meetings with national authorities and donors at national level related to emergency response.
  • Compliance with and adherence to NRC policies, guidance and procedures.
  • Promoting the rights of IDPs/returnees in line with the advocacy strategy.

What you will bring

  • Minimum Bachelors/First Level University Degree.
  • Minimum 5 years of managerial experience from working in a humanitarian/emergency context with high level of knowledge and experience of emergency response, including programme development and setting up of new rapid responses.
  • Previous experience from working in complex and volatile contexts with substantial experience working in acute emergency situations.
  • Knowledge of cash-based interventions and market-based programmes.
  • Professional credibility and confidence to act as the in-country lead on emergency response.
  • Ability to effectively manage and deploy significant resources (financial, funding, material assets).
  • Strong communication and interpersonal skills
  • Fluency in English, both written and verbal. Language skills in one of the following: French, Spanish, or Arabic is preferred.
  • Ability to quickly assess new context(s) and to make an impact during short-term assignments.
  • Technical expertise in one of NRCs Core Competencies (Education, WASH, LFS, Camp Management, ICLA, Shelter), is advantageous.

  • Working collaboratively with technical and operational colleagues within a matrix structure.
  • Ability to work under pressure, independently and with limited supervision.

What we offer

  • Duty station: Global roving, home-based when not deployed.
  • Contract: 24 months
  • Travel: Up to 75% (candidates applying should be comfortable with this level of travel to different contexts).
  • Salary/benefits: Grade 9 on NRC’s grading structure.
