Purpose of the Position

The position is to provide a full range of human resources management services heading the human resources team of a WHO country office with a small number of staff. The Human Resources Specialist provides support to the Head of the WHO Country Office on human resources planning and management and ensures that HR services for staff at the country office are consistent, in accordance with WHO’s staff regulations and rules, policies and procedures, aligned with the needs of the country operations plan and responsive to evolving changes in mandate, operational priorities and budgetary imperatives.

The major expected outputs are the provision of operational HR services on all HR-issues and the efficient and effective management of the dedicated HR team, and through this a discernible contribution to the overall successful implementation of the WHO country operation goals.

OBJECTIVES OF THE PROGRAMME

  • To ensure the establishment of an effective WHO country presence aligned with Member States’ health and development agenda while enhancing organizational efficiency through the implementation of robust HR management practices, including optimizing talent acquisition processes.
  • Under the direct supervision of the Senior Operations Officer, with dotted line reporting to the Regional HR Business Partner, and the overall guidance of the Head of the WHO Country Office (WCO) in OPT, the incumbent will play a pivotal role in planning and delivering services in various Human Resources (HR) areas, The incumbent of this position will provide efficient, effective, and client-oriented Human Resource services, predominantly on outreach, recruitment, and selection, including the Core Predictable Country Presence (CPCP) positions, roster management, onboarding as well as providing strategic advice on HR matters.
  • The incumbent will work in close collaboration with EMRO HRT, OPT CO HR and Management, hiring managers across all departments including WHE and BOS, colleagues from headquarters and other regions to ensure efficient and effective HR service delivery.

DESCRIPTION OF DUTIES

  • Reporting to the Head of the WHO country office and within the delegated authority, the Human Resources Specialist provides human resources management services managing a small team of dedicated HR support staff in the country office. The Human Resources Specialist is responsible for day-to-day HR operations of the office with the exception of litigation and GSM training.
  • The Human Resources Specialist consults and collaborates with Human Resources Manager at the regional office on staffing requirements and structures; ensures the coherent application of Staff Rules and Regulations, and related guidelines in the administration of entitlements, including consistent implementation of delegated authorities and responsibilities on policies and other complex and sensitive matters.

Generic Duties

  • Support the WHO Head of Country Office in respect to human resources and work force planning for the Office and organizes, manages and supervises the HR unit ensuring that the HR team functions transparently, efficiently and effectively.
  • Provide advice on interpretation and application of HR policies, regulations and rules; advise on benefits and entitlements for staff on the basis of contractual status; advise and counsel staff in regard to responsibilities, code of conduct as well as rights.
  • Oversee and conduct recruitment and outreach for local staff.
  • Serve as focal point for the implementation and monitoring of the WHO ‘s ERP/GSM system with respect to its HR- components.
  • Provide guidance and ensure compliance across the office in the implementation of the performance appraisal system.
  • Conducts training and orientation programmes on HR operations issues at country level.
  • Counsel staff members about talent development opportunities.
  • Provide HR inputs in the programme and budget development process of the Office.
  • Act as a focal point for the continuous dialogue between the management and staff representatives.
  • Attend meetings and participate in salary surveys, DSA/cost of living surveys and provide feedback to counterparts at the regional office and headquarters.
  • Organize and lead capacity building initiatives related to implementation of related international standards and norms in the assigned area(s).
  • Preform all other related duties as assigned.

Specific duties

  • Manages vacant posts of assigned level/group and ensures adherence to policies and procedures in filling these posts; this would include recruitment of local staff and international staff up to P5 level as per DOA-WR including CPCP.
  • Screens and assesses applications, ensuring that only candidates who meet the minimum requirements are long/short-listed.
  • Administers selection procedures for fixed-term and temporary staff, advising staff members at all levels of relevant rules and regulations, procedures, and practices.
  • Serves as an HR Representative on selection panels including for CPCP positions and ensures there is an adherence to confidentiality and emphasis on a transparent, consistent process and on promoting organizational diversity and mobility policies as an organizational priority.

  • Reviews proposed long/shortlists to ensure that the evaluation criteria are in line with the vacancy announcement and advises the hiring manager and panel members on any inconsistencies.
  • Drafts selection reports ensuring that all steps of the process are well documented, and the selection file is compliant with the Organization’s policies.

REQUIRED QUALIFICATIONS

Education

  • Essential: University degree in human resources management, business or public administration, Law, social science, or related field.

Desirable:

Experience

  • Essential: At least five years of progressively responsible professional experience in human resources management and administration. Demonstrated experience in the operational application of human resources management policies and practices, selection and recruitment, and the administration of benefits and entitlements is essential.

Use of Language Skills

  • Essential: Expert knowledge of English.
