Organisational Context

Under the direction of the Prosecutor and in close collaboration with the Immediate Office of the Prosecutor (“IOP”), the Judicial Cooperation team is a part of the External Affairs Unit together with the External Relations Team and the Civil Society and Complementarity Team.

The Judicial Cooperation Team is responsible for leading the processes of judicial cooperation and fostering the cooperation needs of the unified teams as well as for general cooperation transversally in support of all the activities of the OTP pursuant to Part 9 of the Rome Statute (RS).

It includes fostering and maintaining a high level of judicial cooperation from States Parties and Non-Party States, international or regional inter-governmental organisations and specialised agencies, non-governmental organisations and other private actors, streamlining the OTP processes to request and obtain judicial cooperation, developing and managing databases and other tools to ensure channelling, standardising and tracking of requests outgoing and incoming, and ensuring a high level of quality and reliability of cooperation processes.

The Judicial Cooperation Team provides strategic, technical and operational advice, guidance and quality control to all judicial assistance requests and responses sent on behalf of the Unified Teams. The Judicial Cooperation Team also centralizes a judicial cooperation tracking and compliance system and oversees all communications and records related to outgoing and incoming requests for assistance in the dedicated database.

Duties and Responsibilities

Under the overall supervision of the Head of the  External Affairs Unit , the incumbent will:

  • Provide assistance by preparing reports on complementarity and judicial cooperation and conducting legal researches and analysis related to complementarity and judicial cooperation, both substantive and procedural;
  • Provide assistance in the organization of judicial cooperation and complementarity related meetings and events;
  • Assist in maintaining, updating and managing the relevant cooperation databases and in coordinating the data input and updating of the databases;
  • Assist in drafting, processing and channelling the OTP Requests for Assistance (RFAs);
  • Contribute to the standardisation and coordination of RFAs, in developing guidelines and templates and in tracking compliance;
  • Maintain a log of transversal or situation-specific judicial cooperation and other deadlines and keep track of relevant correspondences and timelines for the implementation of RFAs and of other judicial cooperation products and agenda items;
  • Perform any other functions as required.

Essential Qualifications

Education:

Diploma of secondary education, is required.

Experience:

A minimum of four years of relevant work experience, preferably in a judicial environment, is required. An advanced or a first-level university degree may be considered as a substitute for two years’ working experience only to determine eligibility.

Familiarity with judicial environment and judicial cooperation processes would be considered a very strong asset.

Knowledge, skills, and abilities:

Knowledge of languages:

Proficiency in one of the working languages of the Court, English or French is required. Working knowledge of the other is highly desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.
