Role

The Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer will lead the development and management of Geneva Call Sudan Country Mission’s MEAL systems. This role includes designing and implementing MEAL frameworks, ensuring accountability mechanisms, and fostering a culture of continuous learning. The MEAL Officer will work closely with the country program team and headquarters-based MEAL advisor to improve program effectiveness through data collection, analysis, and reporting. Additionally, the officer will contribute to program quality by strategically planning and executing MEAL processes to demonstrate a positive impact on civilian protection. The MEAL Officer is also responsible for assessing the quality and accountability of Geneva Call’s work in Sudan and designing MEAL tools in collaboration with project teams.

Core responsibilities

Monitoring

  • Develop and implement comprehensive monitoring plans and frameworks for projects and programs.
  • Design and deploy monitoring tools and methodologies tailored to the context in Sudan.
  • Conduct regular field visits to monitor project activities and assess progress.
  • Collect, analyze, and report on data related to project performance and outcomes.
  • Ensure monitoring systems align with Geneva Call’s standards and donor requirements.

Evaluation

  • Design and execute evaluations (base-line, mid-term, end-line, and other relevant assessments) to measure the impact and effectiveness of projects.
  • Develop evaluation frameworks, methodologies, and tools in line with best practices.
  • Collaborate with headquarters-based MEAL advisor, external evaluators and stakeholders as necessary.
  • Analyze evaluation findings and provide actionable recommendations for project improvements.

Accountability

  • Establish and manage mechanisms to ensure transparency and responsiveness to project/program participants and communities affected by armed conflict.
  • Develop and implement feedback and complaint mechanisms for stakeholders.
  • Ensure systematic collection, review, and action on feedback from project/program participants, communities affected by armed conflict, and other stakeholders.

Learning

  • Promote a culture of learning and knowledge sharing within the country mission.
  • Document and disseminate lessons learned, best practices, and success stories.
  • Organize and facilitate learning workshops, seminars, and training sessions.
  • Support the integration of learning outcomes into project design and implementation.

Reporting

  • Prepare and present regular monitoring and evaluation reports for internal and external stakeholders.
  • Ensure timely and accurate reporting on project performance and results.
  • Contribute to donor reports and proposals as required.

Capacity Building

  • Provide technical assistance and training to project staff and partners on MEAL-related topics as needed.

Compliance

  • Ensure adherence to organizational policies, standards, and donor requirements.
  • Maintain and update MEAL-related documentation and records.

Main qualifications

Education and experience

  • Bachelor’s degree in social sciences, statistics, development studies, or a related field. A Master’s degree is a plus.
  • At least 5 years of experience in monitoring and evaluation, preferably within the humanitarian sector.
  • Experience with international organizations is advantageous.

Technical Competencies

  • Strong knowledge of monitoring and evaluation methodologies and best practices.
  • Proficiency in data collection and analysis tools (e.g., Kobo, SPSS, STATA, Excel, etc.).
  • Excellent report writing and presentation skills.
  • Ability to design and implement effective feedback and accountability mechanisms.
  • Strong interpersonal and communication skills.
  • Ability to work independently and collaboratively in a dynamic environment, handle multiple tasks simultaneously, and perform under pressure.
  • Willingness to travel frequently to conflict-affected areas.

Languages

  • Arabic (C1-C2)
  • English (C1-C2)

  • Ability to travel occasionally.
