According to Plan International’s Child, Early and Forced Marriage study in Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) areas, girls in poor households are often forced to engage in child early and forced marriage as a family’s temporary way out of poverty. The study concluded that dowries from these are perceived as a temporary relief from the socioeconomic impact of COVID-19.
The Learn and Stay Protected Project was designed to lessen the impact of economic and inequality challenges brought by COVID-19 on the education, protection, and Sexual and Reproductive Health and Rights (SRHR) needs of married and at-risk girls and young women, so they can participate in rights-claiming and talk about issues where they feel disempowered, in safe spaces, and with the protection of their families and communities.

In line with this project, Plan International invites competent, experienced, and committed professionals to fill the following position. 
The Monitoring, Evaluation, Research, and Learning (MERL) Officer will lead the monitoring and evaluation activities as well as the knowledge management of the project. She/he also facilitates the Programme Accountability and Learning System (PMERL) processes and standards. She/he is responsible for developing the project’s MERL plan.

Further, as the MERL Officer:

  • You will facilitate participatory program review with staff and partners.
  • You will maintain a database of relevant data about communities and partners.
  • You will prepare progress reports and provide analysis for informed decisions.
  • You will draft quarterly and final reports in collaboration with the Project Manager.
  • You will facilitate the delivery of training/ development activities for staff, partners, and community on project activity proposal preparation, project management, grant designs and conceptualization, PMERL, and SAP.
  • You will facilitate capturing/documentation, storage, and sharing of best practices and lessons learned.
  • Plan International is a development and humanitarian organization. In exceptional cases, you will be asked to support emergency response activities in the communities in your assigned covered areas. 
To be successful in the role you will need among other things:
  • Bachelor’s Degree in Social Science, Social Work, Community Development, Statistics, or other related courses. An advanced related degree is an advantage.
  • Minimum of three (3) years of experience in conducting research, planning, developing, and managing community development work-related projects.
  • Has hands-on experience in using participatory approaches to data collection and research.
  • Relevant training on Rights-based programming; Community Development; Program / Project Management.
  • Previous work experience working on projects related to education or sexual and reproductive health is an advantage.
  • Very good command of verbal and written communication skills and the ability to relate to people from all backgrounds.
  • Applicants must be based in the Philippines and Filipino nationals.
