Monitoring Specialist

POSITION SUMMARY:

HIAS seeks a Monitoring Specialist to coordinate monitoring activities in the Reception & Placement (R&P) program, in close collaboration with the Program Manager, Initial Resettlement and the Director, Pre-Arrival & Initial Resettlement. The Monitoring Specialist will also be responsible for assisting with logistics of combined monitoring activities for all resettlement and integration programs.

As stipulated in Cooperative Agreements with the State Department’s Bureau of Population, Refugees & Migration (PRM), HIAS must monitor the activities of its 29 resettlement affiliates across the country to ensure that services are provided in compliance with the requirements of each grant. The R&P program coordinates monitoring activities with other integration programming, such as the Preferred Communities and Matching Grant programs.

ESSENTIAL FUNCTIONS:

  • Leads planning of yearly monitoring schedule with Resettlement & Integration staff.
  • Coordinates affiliate monitoring site visit logistics with assigned program monitors, including visit preparation, case selection, file upload, affiliate communication, documentation of trends, report writing and follow-up on findings.
  • Performs monitoring activities for on-site or remote monitoring, including home visits and file review, stakeholder interviews and program assessments, as needed.
  • Coordinates desk monitoring of affiliates as needed, for example in response to monitoring.
  • Manages the tracking of findings and corrective actions from PRM and HIAS monitoring visits to ensure relevant and appropriate follow-up to recommendations are addressed in the required timeframe.
  • Updates Monitoring Reports and tools as needed; works with Data Analyst to maintain and update monitoring spreadsheets as new guidance is received from PRM.
  • Performs other duties as assigned.

QUALIFICATIONS & REQUIREMENTS:

  • Undergraduate degree required.
  • 3-5 years of relevant work experience.
  • Knowledge of U.S. Reception & Placement Program required.
  • Previous work experience at a national resettlement agency or resettlement affiliate required.
  • Knowledge of Microsoft 365 platform, including SharePoint and MS Teams, preferred; proficiency in Microsoft Excel, PowerPoint and Word is essential.
  • Well-organized and detail-oriented, with the ability to recognize key findings in affiliate files a must; ability to work under pressure and meet deadlines.
  • Excellent verbal and written communication skills, including producing comprehensive written reports after each monitoring visit.
  • Excellent interpersonal skills to maintain key relationships with program staff at HIAS affiliates and other national voluntary agencies.
  • Self-starter able to manage and carry out varied functions of multi-faceted program.
  • Travel, to include travel to insecure operating environments, may be required.
