Context/Reporting line:

Under the overall supervision of the Senior Programme Coordinator and the direct supervision of the Programme Officer (Technical Cooperation), The incumbent will perform the following duties:

Core Functions / Responsibilities

  1. Contribute to the development of strategic approaches for community engagement aimed at strengthening the overall community stabilization portfolio of IOM Iraq.
  2. Support the Ministry of Interior (MOI) in the implementation of the Community Policing (CP) strategic roadmap, and in the development of subsequent phases aligned with the evolving context to enhance operational efficiency.
  3. Provide technical support to the Strategic Centre and the National Action Forum (NAF) for Community Policing by drafting recommendations on establishing effective Monitoring and Evaluation (M&E) mechanisms, incorporating best practices and lessons learned to address and mitigate security-related issues through the CP model
  4. Monitor and analyze project progress and implementation, documenting significant events, decisions, and challenges. Prepare comprehensive progress reports and analyses and offer actionable recommendations to optimize project delivery.
  5. Represent the program in technical meetings with senior law enforcement officials in Baghdad and Erbil, ensuring strong senior-level engagement and support for the effective implementation of the Community Policing program and model.
  6. Contribute technical expertise to the development of future programs and participate in the drafting of proposals related to community policing initiatives.
  7. Coordinate the planning, organization, and delivery of workshops, training sessions, and field visits to support capacity building efforts.
  8. Collaborate with Community Policing Program Assistants (PAs) to develop and operationalize a stakeholder engagement strategy aimed at securing the support and commitment of key community and police stakeholders for the successful implementation of the CP model; support capacity-building activities for CP PAs accordingly.
  9. Perform any additional duties as assigned to support the objectives of the program.

 

Qualifications & Preferred Skills

Required Qualifications

 

Education:

  • A master’s degree in law, Police Science, Criminal Justice, or a related field from an accredited institution with 2 years of relevant professional experience. or;
  • Bachelor’s degree with 4 years of relevant professional experience.

Experience and Skills:

  • Experience in the areas of Law enforcement and community and international policing and project management and implementation.
  • Experience working with IOM and/or another UN agency is an advantage.
  • Experience in engaging with governmental representatives, police, civil society and communities is highly desirable.
  • Delivers set objectives in hardship situations.
  • Effectively coordinates actions with other implementing partners.
  • Works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objective.
  • Knowledge of MS office and Internet Explorer.

 

Languages:

  • Fluency in English and Arabic is required.
