Organizational Context and Scope

There are 6.9 million people in need of humanitarian assistance in Somalia. Many of these are Internally Displaced Peoples (IDPs), refugees who have left the country, or returnees. Clan disputes over limited resources, Government offensives against armed groups, as well as indiscriminate attacks by Al Shabab and the Islamic State all contribute to insecurity and instability across Somalia.

This insecurity, coupled with reoccurring climatic shocks including cyclical drought and flooding, often leads to extensive displacement, with 3.5 million IDPs living across 3,000+ settlements/sites. IOM Somalia’s CCCM unit implements critical programming across a wide area, ensuring vulnerable households have regular access to basic services, safety and protection, information, accountability mechanisms, capacity development, and community empowerment, as well as supporting them onto a pathway to a displacement solution.

Under the overall supervision of the Senior Programme Coordinator in Somalia and direct supervision of the CCCM Programme Manager, the successful candidate will be responsible for information and data management responsibilities related to the overall function of the Somalia CCCM Programme.

Responsibilities and Accountabilities

Information Coordination

  1. Support the CCCM unit in cross-cutting information management and analysis at the programmatic level; act as the CCCM unit focal point for the CCCM Cluster Information Management Working Group meetings and any other information management related groups.
  2. Ensure the dissemination and adaptation as necessary of information management tools that meet the needs of the CCCM unit.
  3. Facilitate linkages with other information management staff, particularly from other Clusters, for enhanced sectoral risk mapping and gap identification.
  4. Provide maps, dashboard, analysis and graphics on a regular basis that aid forward planning, monitoring and evaluation, as well as impact analysis.
  5. Ensure application of appropriate information technologies for the maintenance of CCCM unit data, ensuring information is stored in a safe, secure, yet accessible manner
  6. Support the Cluster in the review, revision, development and use of inter-operable technologies including the use of harmonized information products such as the complaints feedback mechanism (CFM), site verification, safety audit, service map and service monitoring reports.
  7. Support and enforce data confidentiality guidelines adopted by the IOM to protect sensitive data.

Monitoring and Reporting

  1. Ensure adequate monitoring mechanisms are put in place to review impact of the programme and progress against implementation plans.
  2. Follow up with field teams and implementing partners for the provision of timely, consistent and compatible data and information on needs assessment and programme monitoring for operational analysis and decision-making.
  3. Ensure adequate reporting and effective information sharing amongst all field teams and partners, disaggregating data by age, gender and disability.
  4. Develop simple, user-friendly CCCM reporting formats in consultation with other units, the CCCM Cluster Coordinators, and other key stakeholders; these reporting formats should include provision for gender and age disaggregation of data evolving to include reporting on vulnerable groups.
  5. Promote use of and training on the use of these reporting tools among CCCM field teams and implementing partners, assistance providers and other stakeholders.

Supporting Programme Initiatives

  1. Provide information management leadership in assessments and monitoring, including joint assessments and training.
  2. Coordinate capacity building initiatives tailored towards raising the information management capacity of cluster partners.
  3. Serve as data management focal point for the programme’s complaints feedback mechanism (CFM) continually evolving the system and providing support to implementing partners.
  4. Identify information products that can be created to promote strengthened understanding of the gaps, needs, and achievements of programme activities.
  5. Perform such other duties as may be assigned.

Required Qualifications and Experience

EDUCATION

  • Master’s degree in Information Technology, Geospatial Engineering, Data Statistics, Geographic Information Systems, Computer Science or a related field, from an accredited academic institution with minimum two years of relevant professional experience; or
  • Bachelor’s degree in the above fields with minimum four years of relevant professional experience.

EXPERIENCE

  • Minimum of three years’ operational experience in a similar role, either as information management officer or data management supervisor for different international organizations (e.g. UN agencies, INGOs, Donors, academic, or research)

  • Detailed knowledge of the UN System, and NGO humanitarian community.

  • Knowledge of camp management-related technical guidelines, standards, and indicators.

  • Proven statistical analytic skill and experience.

  • Experience in web design and programming

  • Knowledge of multi-variate mapping techniques.

  • Familiarity with the humanitarian reform and cluster approach.

    SKILLS

Data capture and analysis (Recommended skills)

Data Analysis

  • Excel, R, Python, STATA
  • strong knowledge of statistical, conditional, and text-based functions
  • integration with Access or other database applications (SQL, MySQL, Oracle)
  • ability to create queries and reports

Mapping and Visualization

  • ArcGIS, Mapinfo, QGIS
  • Tableau, PowerBI

Graphics and Visualization

  • ArcGIS, Mapinfo, SPSS, EpiInfo6 (Recommended)
  • Basic understanding of trend graphic design

Web Design

  • HTML, PHP, ASP, CSS, JavaScript (Recommended)
  • Basic understanding of web-based applications

Languages

REQUIRED

For all applicants, fluency in English is required (oral and written).

DESIRABLE

Working knowledge of any local language used in Somalia is an advantage.
