Context:
Under the general guidance of the Head, Transition and Recovery Division (TRD), the overall supervision of the Senior Operations Coordinator and the direct supervision of the EDF Programme Coordinator, the National Operations Officer will support the management, implementation and coordination related to the implementation of the IOM Transition and Recovery Division’s Enterprise Development Fund (EDF) operations in the area of responsibility with the overall objective of ensuring timely, effective and quality implementation of activities.
Core Functions / Responsibilities:
- Assist the Programme Coordinator in coordinating the implementation of all operational EDF activities in the governorates within the Area of Responsibility.
- Provide direct supervision to the Senior Community Engagement Associate, Senior Livelihoods Progrmame Associate, the Livelihoods Programme Associates and the Community Services Engineers in the Area of Responsibility, reporting any substantiated staff performance concerns and recommendations for improvement or corrective action to the Programme Coordinator.
- Support management structures coordinating the timely, effective and proper implementation of all activities and assigned responsibilities by field teams in the Area of Responsibility.
- In close coordination with the Programme Coordinator, ensure the timely and quality implementation of the EDF programme, implementing mechanisms and methodologies aligned with the standard operating procedures for the programme, as advised by the Livelihoods Technical Team and the Programme Coordinator.
- Liaise with the Livelihoods Technical Team, and other relevant teams within the Transition and Recovery Division, regarding outreach, beneficiary registration, verification, application, and selection, to ensure the timely implementation of activities, incorporation of best practices and compliance with technical guidance.
- Provide overall support to the implementation of the Environmental and Social Safeguarding Mechanisms for selected EDF beneficiaries.
- Build synergies with other IOM Units in the Area of Responsibility to synchronize all activities carried out under different services areas. Report back to Program Coordinator when inter-Team and intra-Team shortcomings are identified in the field (in the AoR).
- Assist in the recording and documentation of field activities to provide information to support units within IOM related to donor liaison, project development and public information/press outreach.
- Monitor Teams-work pace and identify (where and if needed) Human Resources gaps and programmatic areas of opportunity in the AoR.
- Compile and submit regular project updates/reports to the Programme Coordinator, and promptly identify and recommend solutions to operational issues.
- In coordination with the Programme Coordinator and the relevant team leaders in the Area of Responsibility, establish contacts and participate in meetings with relevant local, sub-district, district, and governorate counterparts.
- Undertake field visits and duty travel to implement and monitor projects’ activities under the portfolio, meet project counterparts and develop new initiatives.
- Perform such other duties as may be assigned.
Education
- Master’s degree in Social Sciences, Economics, Business Management or a related field from an accredited academic institution or
- University degree from an accredited academic institution, with minimum 2 years of relevant professional experiences as above.
Experience
- Experience in managing several types of programs relating to economic development and livelihood programming.
- Experience in interventions aimed at supporting area-based community recovery.
- Experience in liaising with government authorities, other national/international technical counterparts and NGOs, and building effective partnerships.
- Proven ability to supervise, coach, and direct staff and manage operations in transitional/post-conflict contexts.
- Previous working experience in Iraq or the Middle East and Northern Africa region is advantageous.
- Willing to conduct constant travel within the Area of Responsibility.
Skills
- In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
- Knowledge of UN and bilateral donor programming.
- Knowledge of financial rules and regulations.
- Knowledge of International Public Sector Accounting Standards (IPSAS)
Languages
- English, Kurdish and Arabic are required.
- Any other language is an advantage.
