Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in development cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Development cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. Extensions of development cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction

The Egyptian National Child Labour Survey (2010) reported that there is a total of 1.8 million working children in Egypt, out of which 1.6 million children are engaged in hazardous or unlawful forms of work.
The Government of Egypt has expressed strong political will to accelerate actions on the elimination of child labour. Accordingly, with the support of ILO, the Government of Egypt, led by the Ministry of Labour (MOL), launched the National Action Plan for Combating Child Labour and Supporting Families (2018-2025) (NAP). In the NAP, Egypt identified roles and objectives of the Governmental agencies, employers’ and workers’ organizations responsible for assisting children in or at risk of child labour and promoted joint actions towards tackling this issue.

Combating the Worst Forms of Child Labour in Small Industries and Streets by Supporting the Implementation of the National Action Plan in Egypt project. (Empowerment through Education and Learning, ETEL Egypt) aims to strengthen the existing Tripartite National Steering Committee responsible for implementing the NAP and its initiatives, proposals, and recommendations that enhance children protection from the worst forms of labour (WFCL). In addition, ETEL seeks to enhance the capacities of governmental institutions, private sector, employers’ and workers’ organizations to effectively combat child labour as per their roles outlined in the NAP. Additionally, it aims to raise awareness about the detrimental social, psychological, physical, and economic impacts of child labour, while providing direct support to 3000 boys and girls, who are engaged or at risk of being engaged in child labour, particularly its worst forms. Furthermore, ETEL project aims to provide the necessary infrastructure to deliver educational, social, psychological, and livelihood services within targeted areas to ensure the sustainability of the project activities that contributing to the sustainable withdrawal of children from the WFCL and supporting their families within the framework of implementation of the activities of the NAP.

This position is required to provide programming, technical, human resources and administrative management to the project and leading eliminating child labour portfolio at ILO Cairo Office in close coordination with FUNDAMENTALS Regional and Global Teams at ILO.

Reporting lines

The incumbent will perform his/her duties under the overall responsibility and the direct supervision of the ILO Decent work Team for North Africa and Country Office for Egypt and Eritrea (DWT/CO-Cairo) Director.

Description of Duties

Project Management:

1. Coordinate the development and finalization of the project work plan and implementation and ensure the management and effective implementation of all project activities, through timely provision of inputs, planning, monitoring and evaluation of activities (including gender mainstreaming) and the efficient delivery of results, in conformity with ILO policies, programming guidelines.
2. Ensure effective financial planning, projection, and management of the project funds/budgets, in accordance with ILO rules and regulations, and administrative and financial procedures.
3. Prepare and present work-plans, periodic narrative progress reports and expenditures status reports senior management as required.
4. Manage the human resources of the project efficiently, including recruitment and performance management.

5. Coordinate and build partnerships with the relevant national stakeholders, including governmental institutions, employers’ and workers’ organizations, UN agencies, and donor’s active in the area of social protection in pursuance of the project’s objectives and ILO’s mandate. Liaise with the national counterparts the UN agencies participating in the project, and the donor to ensure the project results are achieved and resources are managed. In collaboration with ILO social protection specialist, ensure sound design of project’s interventions.
6. Represent the project in steering committee meetings and manage the relationship with the donor including oversight of reporting.
7. Provide technical inputs to the studies and documents produced under the project. Provide technical advice, including gender issues, and support to relevant government ministries, social partners and other key national and international partners to manage the implementation of the project.
8. Draft Terms of Reference for services providers, consultants, and implementing partners, coordinate their activities and ensure timely and high-quality delivery of outputs.

Knowledge Management:
9. Monitor, evaluate, and report on project’s results and activities.
10. Liaise closely with different ILO departments, on knowledge management, communications, and M&E efforts including through submission of timely information, regular reporting on achievements and highlights of best practice and lessons learned.
11. Perform other relevant duties as assigned by supervisor.

Required qualifications

Education

First level university degree in development studies, economics, political science, management, or other related field.

Experience

  • Minimum of five years of relevant professional experience in the field of social protection.
  • Previous experience and knowledge on development cooperation projects.
  • Experience in coordinating with government institutions, UN agencies, and other key stakeholders.
  • Familiarity and previous work experience with the ILO or other UN agencies would be an added advantage.

Languages

Excellent command of written and spoken English and Arabic language.

  • Ability to provide technical advice and to plan, manage and supervise staff.

  • Excellent analytical skills.
  • Political awareness and understanding of socio-economic factors.
  • Knowledge of the substantive nature of Organization’s work programmes and activities.
  • Good knowledge of PC software (including word processor, spreadsheet and presentation software) such as Microsoft Office
  • Strong relations with partners and stakeholders
  • Ability to interpret and work within applicable rules, regulations policies and procedures.
  • Ability to manage competing priorities.
  • Ability to maintain effectiveness when experiencing major changes in work tasks or environment, and to adjust effectively to work within new work structures, processes, requirements or cultures.
  • Drive to seek or encourage others to seek opportunities for different and innovative approaches to organisation challenges and opportunities for improvement.
  • Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
  • Good knowledge of ILO programme and budget, project formulation and evaluation techniques and practices as well as good knowledge of ILO Social Partners.
