The position is located in the ILO Country Office for the Andean Countries. It will be based in Quito.

 The National Project Officer is a full-time position and will be responsible for supporting the implementation of the project focused on strengthening decent work conditions in Ecuador, including actions to protect workers who participate in illegal, unreported fishing. and not regulated. The project is funded by the United States Department of Labor.

The project will address illegal fishing and general labor violations in the fishing sector. Through this project, the ILO will work with national governments, including labor inspectorates, maritime, fisheries, port authorities, fishermen’s unions – including artisanal fishing organizations – and national workers’ federations, universities and the sector. private. It will also target vulnerable populations working in the fishing sector, including artisanal fishermen, women and Afro-descendant communities, including those working in fish processing and canning plants.

The position will report to the Project Director, who is located in Lima, Peru, and will work closely with other project officers as well as technical specialists from the ILO Office for Andean Countries. 

Description of tasks

The National Project Officer will be based in Quito. You will work under the direct supervision of the Director of the Project “Strengthening Decent Work in the Fisheries Sector in Peru and Ecuador”, working and coordinating closely with relevant ILO technical specialists and projects in the Andean region as well as the other members of the ILO team. project.

The National Project Officer will have the following functions:

  • Support the Project Director in the coordination, execution and supervision of project activities that must be implemented in Ecuador, including identifying problems, proposing solutions and actions.
  • Coordinate your activities with other members of the project team.
  • Work closely with allies and counterparts to design and review annual project work plans, discuss and validate (intermediate) results with relevant stakeholders.
  • Support in the coordination of the project with national and local authorities, with employers’ and workers’ organizations, allies and implementing agencies.
  • Support the construction of alliances with other United Nations (UN) agencies, especially those linked to the fishing sector.
  • Provide technical advice, support and monitoring to allies and counterparts to accelerate the execution of project activities in the country and meet objectives.
  • Prepare regular summaries and reports on the progress of activities and contribute to the development of knowledge products, including reports, working papers, summaries, case studies, etc. Support in the preparation of periodic reports that must be submitted to counterparts, the donor and the ILO.
  • Organize and facilitate virtual and in-person seminars, workshops, training sessions and meetings to raise awareness of the project objectives.
  • Support in the drafting of documents, press release proposals, official correspondence, statements and speeches and other public information materials.
  • Participate in missions to implement, monitor and report on project interventions, identify problems and propose corrective actions.
  • Perform other tasks assigned by the Project manager.

Education

REQUIREMENT

  • First-level university degree in law, social sciences (economics, sociology, etc.), business management or related fields.

Experience

REQUIREMENT

  • Minimum two years of professional experience in the management and implementation of social development projects, preferably in areas related to labor issues in Ecuador.

VALUABLE

  • Work or knowledge of labor issues in Ecuador, including forced labor, occupational safety and health, as well as other international labor standards, their practical application and the institutions responsible for their implementation, in addition to knowledge of the institutional landscape in Ecuador related to the project objectives will be considered as an advantage.
  • Professional experience with the fishing sector in Ecuador.

Languages ​​and computing

REQUIREMENT

  • Excellent level of Spanish.
  • Practical knowledge of English (equivalent to the intermediate level: writing, reading and speaking).
