WHO’s approaches tothe prevention of and response to sexual exploitation and abuse and sexualharassment (PRSEAH) reflect a United Nations system-wide and common approach. The strategicobjective of the programme is to create awareness of PRSEAH risks in all WHOMalawi Country Office activities, to promote policies and systems that canready the Organization for and meet the complexities of PRSEAH, and to helpimplement effective safeguarding approach. This approach spans prevention,early detection, response, and accountability for PRSEAH.
The incumbent will work under the overall guidance of the Operations Officer and WHO Representative inMalawi, and s/he will have the following responsibilities in her/his assignedarea of work Lead the development and implementation of a comprehensive and updated framework for PRSEAH including the development of standard operating procedures and implementation guidelines. In collaboration with key stakeholders, identify opportunities and support the development of systemic solutions that ensure that those entities and individuals the WHO Malawi office works with and for, are protected from sexual exploitation, abuse, and harassment.Conduct and monitor SEA Risk Assessments for the Country Office using the available tools.Develop, implement, and periodically review the internal reporting and response procedures including reviewing and strengthening of existing reporting mechanisms, implementing clear standard operating procedures (SOPs) for handling of complaints, and mapping and streamlining existing referral systemsAdvise Country Office senior management and staff on responsibilities and accountabilities in preventing and responding to SEA and SH including regular briefings on risks, and incidents. Facilitate program activities related to building capacity on PSEAH and GBV of WHO health officers and partners in emergencies through active dissemination of existing interagency and WHO guidelines and other online learning tools and through organizing and ensuring delivery/delivering trainings: Support to programme planning processes to ensure the reflection of PSEAH and GBV related activities in the plans Provide technical support for implementation and monitoring of health sector response to GBV interventions to ensure quality Support for webinars and workshops for health response to GBV. Support rollouts of WHO GBV health sector response guidelines including RESPECT prevention framework in Malawi through collaboration with partners e.g. UNWOMEN, UNFPA, UNICEF etc Participate in inter-agency initiatives and inter-cluster coordination. Provide input and contribute to the updating of existing guidelines and development of PSEAH and GBV training materials.Manage and coordinate research and documentation of what works/best practices in health sector response to GBV and prevention, through development of protocols, facilitating ethical approvals, establishing research teams, supporting data collection, analysis and preparation of high-quality research manuscripts for publication.Oversee and strengthen implementation of PRSEAH interventions in WCO and WHO in-country operations through: Mainstreaming PRSEAH in WHO Programs and operations including in human resource management and WHO emergency operations to mitigate potential risks through implementation of safeguarding measures during recruitment, training of personnel including volunteers, dissemination of PRSEAH information package to all personnel and implementing partners, etc.; Mitigate PRSEAH risks within WHO Programming through dissemination of PRSEAH information package to all personnel, partners and contractors; Implement PRSEAH trainings including training of volunteers and Government counterparts.Contribute to the Inter-Agency Standing Committee (IASC) collective efforts for scaling up in-country PSEAH Program through: Contribution to and supporting the implementation of PRSEAH Network TORs and Action Plan with a focus on joint risk assessments.Contribute to inter-agency community-based complaint mechanisms (CBCM), development and implementation of victims’ assistance referral pathways, community awareness and community engagement on PRSEAH matters, joint training, PRSEAH operational reviews and lessons learning, etc.Support PRSEAH mainstreaming among stakeholders, as needed, including Government and partners. Perform any other incident-specific related duties, as required by the functional supervisor.
Essential: Advanced level university degree in public health or related social science disciplines (including but notexclusive to gender studies, humanitarian affairs, human rights, social work,development studies or organizational development).
Desirable: Specialized training in gender-based violence,social anthropology, community engagement, or behavior change management.
Essential: At least 2 years of proven national and/orinternational professional and progressive work experience and expertise in PSEA programming and programme. Demonstrated experience in the field of sexual exploitation and abuse, sexual harassment, gender-based violence, staff misconduct and discipline, gender mainstreaming and/or humanitarian affairs.
Desirable: Working experience in leadership, accountability,enabling and programme functions in the UN system, and gender-based violence /Child protection/ protection specialist and/or coordinator.
Expert knowledge of institutional capacity development; Strong analytical skills and a solid understanding of risks,constraints, and obstacles to institutional capacity development; Demonstrated knowledge and skills in conducting joint planning, consultation, and programme management processes with stakeholders.

Remuneration comprises an annual base salary starting at USD 26,109 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
