The Inter-American Development Bank (IDB) is seeking for an Energy Operations Senior Analyst or Operations Associate assigned to the Energy Division (ENE) of the Infrastructure and Energy (INE) Sector for the office in Washington DC.
He/She will be in charge of coordinating, monitoring and supervising operational matters and guiding operation teams.
The Energy Division (ENE) of the Inter-American Development Bank (IDB) is a functional division within the Infrastructure and Energy Sector (INE), under the Vice‑Presidency of Sectors and Knowledge. ENE is responsible for the development of loans with sovereign guarantee, non-reimbursable technical cooperation’s, including technical, economic, regulatory, identification analysis and the preparation of programs, projects, studies and sectoral notes in the energy sector. In this context, ENE needs a qualified Operations Senior Analyst to support the Division in carrying out its operational functions. 
What you´ll do:
As part of this hire, here are a list of activities related to the position and not limited to the following:
Operations Pipeline Management:
  • Participate in the design, preparation, drafting, and processing of all operational and non-operational documents and activities (technical cooperations, grants, loans, sector framework, economic sector works, etc). This will also include perform preliminary data analysis (including graphs and matrices).
  • Propose, build and monitor preparation of calendars ensuring the project teams understand and achieve the relevant milestones for instrument approval.
  • Review operational documentation, to ensure quality of final product and accurate application of relevant guidelines and procedures.
  • Produce internal technical documentation required for operations processing, collect operational data, produce reports, talking points and/or PowerPoint presentations as needed.
  • Conduct technical and strategic analyses in support of ENE operational activities.
Portfolio Monitoring and Operations Supervision:
  • Work closely with ENE’s Project Management Team on formulating and monitoring supervision activities such as Progress Monitoring Reports (PMR), disbursement projections, Sector and Country portfolio revisions. 
  • Support ENE in the request, programming, and prioritization of Technical Cooperations (TC).
  • Monitor all activities related to TC Execution (TC Execution Alerts and TCDI Indicator).
  • Follow-up on operational deadlines such as reporting to donors (TCMFR), and delivery of Project Completion Reports (PCR).
  • Coordination of Project Assistance Team:
  • Coordinate the workload of ENE’s Project Assistance Teams to ensure project teams and respective team leaders receive the necessary support to process operations optimally and in a timely manner.
  • Provide guidance, training and leads operational support staff in HQ and Country Offices on the preparation, scheduling, and processing of operational documents throughout IDB’s project cycle to obtain approval.
Other general matters:
  • Monitor and report on ENE’s operational work program in its progress towards fulfilling assigned target goals and indicators.
  • Support the preparation of reports, briefings, update dashboards and manage databases to provide the Division Chief with current information on the pipeline and other necessary information for decision-making.
  • Act as ENE’s operational focal point for other departments (ESG, SPD, VPS, ATI, among others) regarding all aspects related to the preparation, execution, and performance of the Division’s active portfolio/pipeline.  
  • Act as ENE Division Chief delegate on all operational workflows in Bank systems.
  • Act ENE’s publisher on all operational and non-operational matters.
  • Other activities as requested by the ENE Division Chief.
What you´ll need:
Education:
  • Bachelor´s degree or equivalent in business administration, finance, international development, economics, or related areas is required for a Senior Analyst position, a master’s degree is required for an associate position.
Experience:
  • A minimum of 5 to 7 years of relevant professional experience, understanding the IDB Group’s institutional strategy and priorities, operational activities and instruments is a strong plus.
Language:
  • Ability to read, write and speak in Spanish and English. Functional knowledge of Portuguese or French highly desirable.
