Overview & Responsibilities

IDLO, with funds from the U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), is implementing an 18-month programme called the “Somalia Criminal Investigation Programme.” The SOMCIP responds to the national priorities, as outlined in the 2020-2024 National Development Plan, and aims to contribute to enabling criminal justice institutions to deliver efficient, equitable, and accessible justice services to Somali citizens. The overall goal of this programme will be achieved through the following objectives:

  • Objective 1 – Investigators at the federal and state level conduct investigations that are in line with international human rights standards and the Somali Provisional Constitution.
  • Objective 2 – Investigators, prosecutors, judges, and correctional officers in Mogadishu share information through the Integrated Electronic Case Management System.

The Police Trainer/Mentor is expected to bring a wealth of experience to SOMCIP. The incumbents will report to the SOMCIP Programme Manager, and closely work with the Police Technical Expert and Police Training Team Leader. The assignment will be provided for 12 months from 1 July 2024 – 30 June 2025.

Summary of Functions

  1. Provide support, assist, and advise IDLO in its efforts to implement the Somalia Criminal Investigation Programme (SOMCIP).

Key Results Expected

  1. Participate in Investigator Development Course (IDC) 2 curriculum review efforts in collaboration with the Police Technical Expert and Police Training Team Leader.
  2. Participate in SOMCIP efforts to identify specialized training needs of the Somali Police and work with the Police Technical Expert to develop identified training courses.
  3. In collaboration with the IDLO Police Technical Expert and Police Training Team Leader, contribute to the design and delivery of the ToT training for Police Trainers at Federal and Federal Member State levels to enable the Somali Police ToTs to deliver Investigator Development Course 1 & 2 and specialized course trainings.
  4. Contribute to the training implementation plan, lesson plans, content review and review of practical exercises and exam questions.
  5. Deliver IDC2 and specialized training in Mogadishu for federal and Benadir investigators and in each FMS for regional investigators.
  6. Evaluate course feedback, assessment results, and the effectiveness of instructional programs to identify necessary changes and ensure established goals and objectives are being met.
  7. Provide support and mentorship to the Somali Police Planning and Training Directorate to enable it to oversee the quality assurance of all Investigation Development Pathway courses in addition to scheduling and delivering all specialist investigation courses.
  8. Take IDLO’s online Training of Trainers course to ensure that IDLO’s adult learning methodologies are reflected in the developed training manuals.

Prepare training reports for the SOMCIP programme team.

Job Requirements

Education and Professional Experience

  • Extensive police and police training experience from an accredited police
  • 6 (or more) years of extensive work experience in Law Enforcement operations, management, organizational development, planning, and/or training.
  • Work experience in FGS and FMS, essential and extensive experience in the police context.
  • Proven work experience in Somalia, with in-depth knowledge of the country’s security sector issues.

Languages

  • Fluency in written and spoken Somali and English.
  • Ability to draft clearly and concisely ideas and concepts in written and oral form.

Specific knowledge, skills, and competencies

  • Experience in police training delivery and curriculum review.
  • Experience in training content development and lesson plans.
  • Experience in training methodology and delivering ToT training for police academies.

Strong interpersonal skills: proven ability to work well with others.

Terms & Conditions
