The objective of the Health Emergencies Department (PHE) of the Pan American Health Organization (PAHO/WHO) is to increase health sector resilience to emergencies and disasters. PHE assists Member States to strengthen the health sector’s capacities in prevention, risk reduction, preparedness, surveillance, response, and early recovery for emergencies and disasters related to any hazards (natural, man-made, biological, chemical, radiological and others) and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain disasters, including outbreaks, and to provide effective relief and recovery to affected populations. PHE is responsible for ensuring the implementation and updating of the PAHO/WHO Institutional Emergency and Disaster Response policy. 

The incumbent supports the PHE Department in the functions of strategic and operational planning, programming, budgeting and resource coordination and mobilization to enable the Department’s technical cooperation; in the review and analysis of technical matters; and elaboration and implementation of inter programmatic and inter sectoral activities.  The incumbent is required to facilitate coordination among the PMIS Project Managers, including decentralized teams, and support them in program management and resource mobilization issues; cooperate and coordinate the performance monitoring and assessment of the Biennial Work plan (BWP) and PMIS projects; support the execution of the program and the implementation of the funds assigned to the Department.   He/she works in close coordination and interaction with the entity’s technical teams.  He/she must exercise initiative, leadership, team building skills, good judgment, tact, and negotiation abilities in order to maintain good working relationships and technical dialogue with officials, both within and outside the Organization, particularly with the national authorities and partner agencies. When required, the incumbent will be assigned to support emergency response operations, including being deployed, if necessary. 

DESCRIPTION OF DUTIES

Under the general guidance of the Director, Health Emergencies (PHE) and the direct supervision of the Specialist, Resource Mobilization (PHE/RMC), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  • Engage in corporate efforts for strategic and operational planning, programming, budgeting and resource coordination and mobilization to enable the entity’s technical cooperation;
  • Support PHE Unit Chiefs, Project Managers, and Entity personnel in the design, negotiation and implementation of technical cooperation projects, including resource coordination, performance monitoring and assessment, and use of evaluation tools to support the sound management of regular and extra-budgetary funds; provide strategic support and inputs to develop new program initiatives to support the program of work;
  • Contribute to the development of regional donor profiles and solicitation strategies, and strengthening and maintaining relations with donors to raise funds, as well as identification and exploitation of new funding opportunities;
  • Assist with the monitoring of donor policies, trends and funding mechanisms for the Health Emergencies Department to facilitate the development and implementation of the resource mobilization strategy in support of PHE’s work in health emergencies;
  • Provide strategic support to develop and strengthen partnerships to synchronized and harmonized development initiatives with governments, development partners, private sector and civil society organizations within the context of the RMN;
  • Support the operational management and troubleshooting of the internal tool for the corporate review of Voluntary Contributions for emergencies;
  • In close coordination with members of the Entity’s Program Management and Administration (MGA) network, ensure that projects managed by the Department are executed according to action plans and within established dates; ensure timely preparation and submission of financial and progress reports in accordance with donor agreements;
  • Support the programmatic impact and ensure a high level of quality, accuracy of methods used to verify progress and the results;
  • Maintain effective partnerships with all project stakeholders to exchange critical and technical information and resolve program/project implementation issues to ensure results are achieved as planned;
  • Support the implementation of the Department’s Biennial Work Plan (BWP) and the Semester Work plans (PTS); ensure that the responsible project coordinators provide required planning data and information to adequately assess and report on implementation of projects’ expected results, products/services, milestones achievement, etc.;
  • Support the preparation of various written outputs, e.g., draft background papers, analysis, sections of reports and studies and other inputs to technical publications. Provide assistance to the preparation of technical documents for Governing Body meetings;
  • Assist in technical activities related to information and knowledge management (web sites and presentations) in support of the Project program of work;
  • Participate in the implementation of PAHO response activities during disaster and public health emergencies, as required
  • Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education:

  • Essential: A bachelor’s degree in business, public administration, international relations, program management, health or a social science from a recognized and accredited university.
  • Desirable: A master’s degree in management, business administration, international development or related field would be an asset.

Experience:

  • Essential: Five years of combined national and international experience in the fields of health planning, project management, business administration, resource mobilization, information management, monitoring and evaluation, or related field.   
  • Desirable: Experience in disaster/emergency management /humanitarian response and working with UN organizations as well as knowledge of corporate ERP systems, and management of corporate resources would be assets.

Languages:

  • Very good knowledge of Spanish or English with a working knowledge of the other language.  Knowledge of French and/or Portuguese would be an asset.
