Job Overview:

The IRC is one of the leading providers of high-quality programming for refugees, immigrants and asylees. The IRC Resettlement, Asylum, and Integration (RAI) department creates opportunities for refugees and other vulnerable migrants to survive and thrive in the United States and in Europe. The IRC RAI department currently has 28 US offices.

The IRC is committed to developing innovative, context-specific programs in response to strategic funding opportunities with a range of local, state, and federal government agencies, as well as private foundations and corporations. This work is led by the Resource Acquisition and Management team, in close collaboration with RAI Regional and Program Excellence Units as well as the IRC Awards Management Unit and Finance Department.

This position will serve a dual function providing end to end grant coordination and post award management for awards led by HQ. The Program Officer will be a primary focal point for day-to-day grant coordination to interface across all aspects of award implementation: technical, finance, and operations. The Program Officer will also be responsible for compliance and award management. This includes reviewing program progress reports, budget versus actual reports, providing technical support on donor compliance, coordinating with the HQ Finance department, assisting with subaward preparation and management, and delivering trainings. Secondary responsibilities include supporting management of in-kind contribution awards, and occasionally helping write and edit sections of proposals for key funding opportunities. This position will report to the Senior Program Manager, Post Award on the RAI Post Award Team.

Major Responsibilities:

  • Lead grant coordination activities to connect finance, program, and operations to ensure all are operating in line with award terms and objectives.
  • Serve as the main point of contact for donor inquiries and communications to donor in regards to compliance.
  • Act as the compliance focal point for RAI HQ’s project portfolio. Supports implementing team by reviewing cooperative agreements to ensure compliance; help interpret various policies and how to implement them. Providing guidance and advice on processing new and ongoing awards, IRC internal policies and donor rules and regulations.
  • Provide reporting schedules, reporting templates, and share current updates communicated by the donor on any policies, requests, or regulations to be addressed with the aim of ensuring that reports meet donor expectations and requirements.
  • Support RAI HQ staff in the review, editing and submission of reports to public and private donors in coordination with the Global Partnerships team other HQ staff.
  • Regularly review award budget versus actuals. Coordinate monthly/quarterly (depending on award) budget calls with HQ and office location staff.
  • Assist with award modifications, including budget and scope modifications, extensions, and amendments.
  • Host grant opening meetings with project staff and carry out periodic check-in meetings and grant closing meetings
  • Liaise with IRC Awards Management Unit, Human Resources and Finance departments to support grant management activities.
  • Support with the development of subaward agreements, include project scopes of work and budgets and process subawards in accordance with IRC and donor policies.
  • Coordinate with field offices, HQ Finance and RAI Budget Officer on financial coding for grants.
  • Assist in the ongoing refinement and updating of post-award and partnership tools and training, keeping in mind practicality of implementation and donor and IRC guidelines.
  • Occasionally support RAI business development efforts, including proposal review and editing.
  • When necessary, assist with other duties as assigned.

Job Requirements:

Work Experience:

  • Minimum 4 years of relevant professional experience working on donor agreements and awards, compliance and reporting;
  • Familiarity with US Government grant regulations (e.g., 2 CFR 200), HHS preferred;
  • Knowledge of subaward and contract management, preferred;

Demonstrated Skills and Competencies:

  • Excellent oral and written communication skills, including the ability to effectively and diplomatically negotiate with donors, partners, and other internal departments;
  • Demonstrated ability to problem-solve and work well under pressure in a fast-paced team environment and prioritize accordingly;

Education:

  • Bachelor’s Degree required

Language Skills:

  • Proficient in written and spoken English

Preferred experience & skills:

  • Highly proficient in Microsoft Office suite, Box Cloud Content Management
  • Excellent attention to detail and solid organizational skills
  • Ability to work with multiple stakeholders in order to move projects forward
  • Strong analytic problem-solving skills

  • This role may require working remotely full or part time and part time remote employees may be required to share workspace.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.

US Benefits: The IRC offers a comprehensive and highly competitive set of benefits.
