Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Programme Associate will support a UN Women and UNFPA jointly led EU 4 Gender Equality: Together against gender stereotype and gender-based violence programme, phase II (75%) and UNFPA’s regional programme Expanding Choices, phase II (25%). UN Women and UNFPA are globally recognized as leading agencies in gender equality and the prevention of harmful practices against women and girls. Both agencies have long experience of challenging gender stereotypes and practices, effecting social change and advancing women’s and girls’ empowerment. The efforts of both agencies are complementary and further enhanced by their work with other United Nations agencies, civil society, and member states. Both agencies draw on considerable knowledge globally, regionally, and from the local level, and play a facilitating and convening role to involve all actors in the achievement of Sustainable Development Goal (SDG) 5 and other SDGs, as gender equality is a precondition for sustainable development.

Reporting to the Project Manager[1], P3, UN Women, the Programme Analyst provides programme support to the effective management of the programme by contributing to the programme design, formulation, implementation and evaluation. The Programme Analyst supports the delivery of the programme by analyzing results achieved during implementation and supporting appropriate application of systems and procedures of UN Women and UNFPA. The Programme Analyst works in close collaboration with the programme and operations team of UN Women and UNFPA, HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful implementation of the joint programme.

The second phase of the “EU 4 Gender Equality: Together against gender-stereotypes and gender-based violence” project[2], funded by the European Union, started on 1 January 2024 and will continue until 30 June 2026. The project works in countries of Eastern Partnership (Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine) and has a regional component. The overall objective of the programme’s phase II remains – to ensure equal rights and opportunities for women and men of the Eastern Partnership Countries in family and public life. The programme will aim to reduce gender discriminatory attitudes and practices between women and men in institutional and community spheres, including unpaid domestic and care work, by continuing and upscaling successful initiatives and interventions from the phase I, including but not limited to building evidence and knowledge on social norms change, implementing innovative communication and advocacy campaigns and continuing with subgrants to successful interventions by civil society organizations (CSOs). Furthermore, by creating new and upscaling previously created Fathers’ Schools, building capacity of facilitators and gender advocates, advocating for equal sharing of care work and domestic responsibilities by promoting family-friendly policies in the national legislation and among the non-state actors, etc. The prevention of gender-based violence is an integral component under the objective.

UNFPA’s regional programme Expanding Choices[3] phase II aims to promote gender-responsive family policies (GRFP) in the private sector through legislative and normative frameworks and creating inclusive labour conditions and opportunities in Albania, Bosnia and Herzegovina, Kosovo, North Macedonia, and Serbia.

Duties and Responsibilities

1. Provide technical support to the implementation and management of the programme by UN Women and UNFPA

  • Provide inputs to the UN Women and UNFPA annual project workplan and budget as required;
  • Coordinate and monitor the implementation of programme activities;
  • Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review and coordinate the submission of implementing partner financial and narrative reports;
  • Train partners on Results Based Management.

2. Provide technical assistance and capacity development support to project/programme partners of UN Women and UNFPA

  • Provide technical support to and technically oversee the implementation of programme activities with partners;
  • Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.

3. Coordinate operations activities for the programme

  • Oversee all logistical, administrative and financial arrangements for organization of meetings, workshops, events, and missions;
  • Oversee travel arrangements for the Programme Team, including travel requisitions and claims;
  • Prepare public information materials and briefing packets;
  • Liaise with high level officials on administrative issues;
  • Prepare and assemble briefing materials and prepare power-point and other presentations; contribute inputs to the materials.

4. Provide technical inputs to the monitoring and reporting of the programme/ project

  • Monitor progress on programme activity, results and indicators;
  • Monitor the implementation of proposals by responsible partners;
  • Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes.

5. Provide technical inputs to the management finances of the programme

  • Monitor budget implementation and programme activity expenditures and perform budget revisions when required;
  • Provide inputs to financial reports;
  • Oversee the work of Programme Associates and Assistants as needed.

6. Contribute to building partnerships and resource mobilization strategies

  • Provide inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.

7. Provide inputs to advocacy, knowledge building and communication efforts

  • Provide technical inputs to background documents, briefs and presentations related to the programme and gender norms, in particular;
  • Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products;
  • Provide inputs to the development of knowledge products on gender norms.

8. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education and certification:
  • Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.
Experience:
  • At least 1 year of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in working in a computer environment using multiple office software packages and ERP systems is required;
  • Experience in the gender equality/women’s empowerment/gender norms is desirable;
  • Experience coordinating and liaising with government agencies and/or donors is desirable.
  • Experience in the use of a modern ERP system, preferably Orcale Cloud, is desirable;
  • Experience within the UN system is desirable.
Language Requirements:
  • Fluency in English and Turkish is required.

Working knowledge of Russian is desirable.
