OBJECTIVES OF THE PROGRAMME

The Division of Country Support and Partnerships (CPA) supports the development and delivery of WHO’s strategic engagement portfolio in Member States with and without country offices. It aims to maximize WHO’s impact in countries by helping them realize their health and development ambitions and strategies inline with the European Programme of Work (EPW) and the Sustainable Development Goals (SDG). CPA recognizes that each country is different and needs tailored collaboration.

The Division works by bringing people and units together across WHO divisions, offices and key partners. The Division has the principal function to develop mechanisms that help the organization understand,strategize, implement and connect for country impact. In this, it focuses on gathering, analyzing and presenting information for country impact; developing, tracking and refining strategic country engagement plans; supporting programme implementation in countries; and facilitating effective collaboration and networks within the organization and with countries and partners.

This includes working with partners and Member States to manage and respond to the health needs of refugees and migrants, with a focus on access to health services and on preparedness for refugee and migrant influxes. CPA operates in particular proximity to Country Offices and provides opportunities for frequent mobility between assignments in the Division and in countries (in particular for team lead positions). Individual technical officers will have -in addition to their specific technical focus- a geographic responsibility byvirtue of being a focal point for a limited number of country offices, for which they will provide support across all technical areas covered by CPA. The WHO country office works with the National Authorities to achieve the highest standard of health as a fundamental human right, based on equity and on SDGs principle of leaving no one behind. WHO actions are engrained in the WHO 13th General Programme of Work with its 3 prong objectives of promoting healthier populations, keeping the world safe through addressing health emergencies, and protecting the vulnerable through Universal Health Coverage. WHO’s mandate revolves around six core functions:

  • providing Global Health leadership;
  • shaping the health research agenda;
  • setting norms and standards;
  • articulating evidence-based policy options;
  • providing technical support to countries; and
  • monitoring and assessing health trends.

The WHO Country Office is an integral part of the WHO Regional Office for Europe.

  • Its main role is to facilitate and coordinate all WHO activities at country level and to implement the European Programme of Work 2020-2025-“United Action for Better Health in Europe” which sets out a vision of how the WHO Regional Office for Europe can better support countries in meeting citizens’ expectations about health.
  • WHO at country level delivers this through practical, actionable and country focused solutions to health challenges, keeping in perspective that achieving health and well-being is a whole-of-society endeavour; This is done through facilitating the implementation of the Biennial Collaborative Agreement with the country and its corresponding workplan.
  • The WHO Country Office maintains good working relations and ensures information exchange between the country and WHO, policy and strategic guidance on Health issues to all national and international partners in the country, provision of direct technical expertise when needed and aims at more community engagement and participation, and to promote health equity.

DESCRIPTION OF DUTIES

  • To actively support the country work through project management and coordination ,partnership building and resource mobilization, and advocacy and communications, towards the country office’s earmarked project contributions, including a new Multi-Partner Trust Fund (MPTF), as part of UN Sustainable Development Cooperation Framework (UNSDCF) in support of Uzbekistan’s national Sustainable development Goals (SDGs).

Key duties:

  • Project Management Provides operational leadership and management support to project governance structures, including provision of tailored, end-to-end project management support to technical officers as relevant.
  • Coordinates technical programme focal points in the Country Office and their counterparts in the Regional Office and Headquarters. Contributes to efficient and timely cross-cutting grant and project management throughout project life cycle.
  • Synthesizes and provides technical programme inputs, through the WR, to the internal UN Task Force and Management Committee and other relevant forums;
  • Leads organization of periodic internal and external coordination meetings as needed (agenda, consolidated presentation, hosting, minutes, action items and storage of supporting material on SharePoint site etc)
  • Other duties as required. Coordination Supports WR’s participation towards, or directly liaises with, stakeholders and convenes UN and other health development partners, as well as civil society on relevant issues when required.
  • Supports the WR’s participation in the donor secretariat governance structures, acting as his/her alternate when required (as OIC).
  • Facilitate health partner coordination and involvement in health and other related sectors’ planning, information, interventions, monitoring and quality assurance, and regularly report on health services delivered to the affected population.
  • Convene and facilitate consultative and results-oriented meetings in line with the principles of partnership. Building partnerships and resource mobilization Identifies and develops strategic and innovative partnerships with other organizations, programmes, and/or initiatives in the health sector and beyond, including through engagement with local communities and civil society.
  • Leads on proposal development processes, including planning, coordination with relevant WHO and external stakeholders, proposal drafting, and project approval.
  • Liaises with coordination agencies in the country to ensure that the Country Office participates in system-wide resource mobilization activities and that it effectively engages with staff of Country-Based Pooled Funds to secure funding from those sources.
  • Facilitates and oversees a coordinated and efficient project approval cycle, with timely submission of properly appraised project/programme proposals for the health sector, including in coordination with Regional Office teams to secure required clearances, such as legal and financial clearances for proposals and donor agreements before signature.
  • Advocacy and Communication Supports the WR and represents WHO and the health sector in various for a as necessary and supports the Communications Officer in communicating its work to the public and other stakeholders. In coordination with the Communication Officer, effectively utilizes the communication products to inform donors about both Health Sector and WHO’s strategies and work to encourage them to fund the overall health sector response to affected populations and to WHO’s strategic plans and proposals Advocate for priorities in the health sector, including protection for health workers and health facilities and the highest possible integration of the health related activities in the humanitarian agenda.

REQUIRED QUALIFICATIONS

Education

  • Essential: Advanced university degree (Master’s degree) in public health, social sciences, business administration, management or another relevant field.
  • Desirable: Further training on resource mobilization, partnership building, development and/or humanitarian work, and general project management (Project Management Professional (PMP),Certified Project Manager (CPM), Certified Scrum Master (CSM), PRINCE2,Professional in Project Management (PPM), or similar).

Experience

  • Essential: A minimum of seven years of progressively responsible experience at national and international level in management and administration of development projects or programmes, as well as in resource mobilization, partnership development, and proposal/report writing.
  • Desirable: Relevant experience in WHO, other UN agencies or in similar field. Experience in design, implementation and monitoring and evaluation of joint programmes under a UN Multi Partner Trust Fund.

Skills

  • Extensive practical knowledge of project management principles and techniques, especially with respect to large administrative operations at national, regional and/or global levels. Strong interpersonal, representational, and organizational skills, with proven ability to facilitate and strengthen the involvement and collaboration of a broad range of internal and external partners. Excellent analytical and writing skills Abilityto clearly and articulately present concepts and procedures on a broad range of issue Sound judgment and initiative Emotional awareness: the ability to identify and harness one’s emotions and apply them to tasks; and the ability to manage emotions, which includes both regulating one’s own emotions when necessary and helping others to do the same. Abilityto work and produce results under pressure and meet deadlines Excellent technical knowledge of public health and health systems

Use of Language Skills

  • Essential: Expert knowledge of English.
  • Desirable: Intermediate knowledge of French,Russian,Germa.
