South East Asia and Pacific Multi-Country Office (EAPMCO)
The South East Asia and Pacific Multi Country Office (EAPMCO) supports, develops and oversees the UNOPS portfolio of projects in South East Asia and the Pacific. EAPMCO was established in January 2023 following the merger of the Thailand Multi-Country Office, which covered 20 countries across North East Asia, South East Asia and the Pacific, and the Cambodia Multi-Country Office, which covered 4 countries South East Asia – 3 countries in the Mekong Sub-region (Cambodia, Lao PDR and Vietnam) and the Philippines. EAPMCO currently covers 24 countries across North East Asia, South East Asia and the Pacific. With its head office in Bangkok, the Multi-Country Office comprises nine business units: SEMCO Thailand, EAPMCO Indonesia, EAPMCO Pacific Operations Cluster, EAPMCO Papua New Guinea, EAPMCO China, EAPMCO Vietnam, EAPMCOMekong, and EAPMCO Philippines.
In 2023, the UNOPS EAPMCO implemented projects worth more than USD 75 million, in the areas of Energy Transition, Digital Transformations, Sustainable Environmental Management, Climate Change, Waste Management, Rule of Law and Access to Justice, Water, Sanitation and Hygiene (WASH), Post Conflict Reintegration, Emergency Relief, Post COVID19 Economic Transformations, and Health, through HR, procurement, construction, contract management, fund and program management services.
The Multi Country Office head office in Bangkok provides strategic direction, operational support, delivery oversight and assurance of the excellence of business processes and quality standards across all of the entire Multi Country Office locations. It is also responsible for developing, delivering and managing the portfolio of engagements in the country of the MCO location itself.
Background Information – ETP
The Southeast Asia Energy Transition Partnership (ETP) brings together governments and philanthropies to work with partner countries in the region. We support the transition towards modern energy systems that can simultaneously ensure economic growth, energy security, and environmental sustainability. Enabling the transition toward greener energy systems will greatly contribute to the achievement of the UN’s Sustainable Development Goals (SDGs) and the Paris Climate Agreement objectives.
ETP focuses on Indonesia, the Philippines, and Vietnam, which are the countries in the region with the highest energy demand, a substantial pipeline for fossil fuel-based projects, and a significant and cost-effective potential for renewable energy and energy efficiency. ETP provides high-level technical advisory support, holistic support to Governments on financing and technical needs, capacity and skill development, and facilitation of dialogues in all related areas.
Just Energy Transition Partnership (JETP) Secretariat Indonesia
The Just Energy Transition Partnership (JETP) was launched by the Government of Indonesia and the International Partners Group (IPG) during the 2022 G20 Summit in Bali, with a secretariat established in February 2023. The governance structure consists of three levels: the Indonesian Government Decarbonization Task Force, the IPG task force, and the JETP secretariat. The JETP encompasses various types of projects such as coal-fired power plant retirements, renewable energy deployment and energy efficiency. The JETP secretariat plays a crucial role in producing the Comprehensive Investment and Policy , as well as coordinating with the IPG task force and the Government’s Task Force.
In alignment with the energy transition efforts of the Government of Indonesia, the JETP recommendations and Just Transition considerations, ETP will provide support through the JETP Secretariat.
Programme Management Advisor (Power System Expert) will provide support to the ETP team, including direct support to the JETP Secretariat under the supervision of ETP.
Summary of Key Functions
The Programme Management Advisor (Power System Expert) will be a part of ETP’s retainer pool and will provide support ad-hoc to the team. One of the primary assignments will include support to the Indonesia JETP Secretariat.
The incumbent will be accountable for delivering power system modeling analysis in relation to the technical modeling that has been conducted by JETP Energy Efficiency and Electrification Working Group, provide guidance and advice related to the modeling under the direct supervision of the ETP Senior Program Manager, in coordination with the ETP Secretariat, and Country Coordinator in Indonesia.
Specific deliverables will include, but are not limited to:
- Reviewing the existing supply-side efficiency roadmap of the Ministry of Energy and Mineral Resources (MEMR), including power generation efficiency and distribution and transmission losses.
- Support the analysis and development of supply-side efficiency pathway 2024-2030 to be utilize for updated JETP scenario and updated Comprehensive Investment and Policy Plan (CIPP). The pathway will include the power generation efficiency and Distribution and Transmission Losses Target 2024-2030.
- Based on the developed supply-side efficiency models, the consultant will facilitate scenario planning exercises to project future supply-side efficiency targets.
- The Consultant will be responsible to review the Supply-side section in Energy Efficiency and Electrification chapter in the CIPP according to the set timeline.
- Advising and recommending for approval or otherwise of the recommendations proposed by the JETP secretariat or government more broadly, incorporating suggestions and adjustments, noting substantive comments, additions and omissions, reflecting strong sense of the political economy, opportunities for the proposals to realistically achieve their intended benefits of energy transition, and support to improvement of energy sector governance as well as international positioning of Indonesia.
In addition to the aforementioned deliverables, the consultant is expected to conduct regular bi-weekly and ad-hoc meetings with ETP to ensure ongoing updates, information sharing, and effective communication throughout the project duration.

- Scenario Planning and Forecasting:
1. Reviewing the Existing Supply-Side Efficiency Roadmap:
- Conduct a comprehensive review of MEMR’s existing supply-side efficiency roadmap, focusing on power generation efficiency and distribution and transmission losses.
- Identify key areas for improvement and potential gaps in the current roadmap, providing detailed analysis and recommendations.
- Compile and summarize findings into a detailed report, highlighting opportunities for enhancing supply-side efficiency.
2. Supporting the Analysis and Development of Supply-Side Efficiency Pathway (2024-2030):
- Collaborate with stakeholders to develop a supply-side efficiency pathway for 2024-2030, integrating targets for power generation efficiency and distribution and transmission losses.
- Perform data analysis and modeling to forecast the impact of proposed efficiency measures on the updated JETP scenario and the Comprehensive Investment and Policy Plan (CIPP).
- Draft the pathway document, including detailed targets, strategies, and implementation plans, for review and approval by relevant authorities.
3. Scenario Planning and Forecasting:
- Facilitate scenario planning exercises using developed power system models to project future supply-side efficiency outcomes.
- Analyze various scenarios to assess potential impacts on energy supply, distribution, and transmission, considering different efficiency measures and technological advancements.
- Present scenario planning results and forecasts to stakeholders, providing insights and recommendations for strategic decision-making.

The effective and successful contribution Programme Management Advisor on delivering power system modeling analysis directly impact the development and performance of ETP’s works on JETP Energy Efficiency and Electrification Group.

Education/Experience/Language requirements
Education
- An advanced University Degree (Master’s or equivalent) or higher degree is required, preferably in Engineering, Economics, Public Policy, or any related field with a focus on Energy Systems or Energy Modeling.
- A first-level university degree (Bachelor’s or equivalent) in the above-mentioned fields with an additional two (2) years of relevant experience may be considered in lieu of an advanced degree.
Work Experience
- At least seven (7) years of experience in power system analysis, research, and policy development or related fields in combination with an advanced degree is required.
- Experience working with government agencies, international organizations, and other energy-related stakeholders is preferred.
- Experience with commonly used energy modeling software and tools, such as but not limited to PLEXOS, BALMOREL, Simple-E, LEAP (Long-range Energy Alternatives Planning System), TIMES (The Integrated MARKAL-EFOM System), or similar platforms is preferred.
- Experience in developing a roadmap for Indonesia’s power sector is preferred.
- Proficiency in scenario planning and forecasting, using power system models to project future supply-side efficiency outcomes is preferred.
- Strong background in supporting the analysis and development of energy policies and strategies is preferred.
- Experience in drafting, reviewing, and finalizing comprehensive reports, particularly in the context of the power sector is preferred.
Language
- Fluency in English and Bahasa Indonesia is required.
