Job Purpose and Organizational Context
The Integrated Pathways for Labour Market Inclusion – IP4LMI project is a comprehensive programme aligned with the second phase of the “EU for Social Inclusion Programme” IPA 2019, Lot 2, which aims to support various typologies of community and social care services and models of active labour measures and inclusive practices in vocational education for groups at risk.
The project aims to strengthen inclusive and active employment and skills models in 19 targetted municipalities of Prrenjas, Gjirokaster, Vore, Mallakaster, Cerrik, Librazhd, Shijak, Kavaje, Kurbin, Kukes, Kruje, Pogradec, Korce, Kamez, Vlore, Shkoder, Elbasan, Durres and Tirane, scaling up models of active labour market programmes (ALMPs) and skills development programmes. The project intervention is directly aligned with the National Employment and Skills Strategy 2023-2030, the National Strategy for Social Protection 2020-2023, the National Plan for Persons with Disabilities 2021-2025, and the National Strategy for Youth 2022-2029. Moreover, the project is developed within the framework of Albania’s Economic Reform Programmes 2023-2025 and responds to EU integration requirements, particularly in social and employment policy (Chapter 19).

IP4LMI’s expected impact is to enhance the partnership of the National Agency for Employment and Skills (NAES) with municipalities, to establish and deliver inclusive and integrated employment, skills development for vulnerable groups, in collaboration with labour market actors. The project will be implemented by UNDP in collaboration with Swedish Public Employment Services (Arbetsförmedlingen), and the Albanian Disability Rights Foundation (ADRF).
IP4LMI support is proposed to contribute to the following three outcomes:
Outcome 1 – Fostered inclusive and tailored employment opportunities for groups at risk, women and men, boys and girls, in line with the needs of the regional labour market.
Outcome 2 – Improved access and flexibility of the skills development for youth and low qualified adults from the groups at risk.
Outcome 3 – Promoted and delivered accessible and innovative needs of supported employment and skills development for people with disabilities.
Duties and Responsibilities
Under the guidance and supervision of the Project Manager and in close cooperation with the UNDP Programme and Operations Units, national authorities, and the respective institutions, the Project Associate (100%) will be responsible to support the team on the successful implementation of project by perform the following tasks:
- Financial and administrative support to action implementation ensuring quality and on-time delivery, also collects data and prepares financial and narrative reports to the programme manager as per reporting schedule and on an ad hoc basis; Ensures that business processes are in line with the UNDP regulations and rules and the UNDP internal control framework;
- Regularly monitors expenditures and commitments against the action’s budget and relevant plans, and provides finance-related data to support action implementation and planning;
- Support the grant coordinator and grantees in the effective and efficient implementation of the grants
- Supports administrative activities and processes; including organizing travel and other logistics arrangements, in line with work plans; Coordinates and organizes field visits, missions and conferences. Supports regular field monitoring missions to oversee the implementation of activities in the field;
- Collects data and all relevant information to effectively contribute to measurable review of results and longer-term programme effects, as per the programme M&E plan and logical framework; Maintains timetables for the management structures and provides support to organizing and holding the meetings, including the preparation and dissemination of information and follow-up activities;
- Support recruitment activities, monitor delivery of inputs provided by the consultants, beneficiaries and contracted companies and communicate findings to the programme manager; Support preparation and implementation of partners’ contractual and financial obligations; and any other related duty as assigned by the programme manager
- Assists in the preparation of draft job descriptions, vacancy announcements, requests for recruitments, interview minutes and requests for contracts; Drafts various correspondence concerning finance, operations and budgetary issues as required
- Ensures full completion of monthly leave reports and attendance records of project staff; Ensures regular office work is completed in a timely manner, including maintaining of all programme files, correspondence, photocopies, photos, etc. and maintains the inventory of project assets/equipment and project correspondence and files;

Required Skills and Experience
Education:
- Secondary Education is required.
- A university degree (Bachelor´s Degree) in in economics, finance, business administration or other related field will be given due consideration, but it is not a requirement
Experience:
- A minimum of 6 years (with Secondary education) or 3 years (with bachelor’s degree) of relevant experience in administration or project/programme support service
