The existing health workforce is insufficient and/or not adequately skilled to achieve the SDGs by 2030 globally. There is a projected shortfall of 18 million health workers, of which 9 million are nurses and midwives. To address this, WHO, ILO and OECD joined forces to support countries in creating decent jobs in health and social care, and taking concrete action to tackle underinvestment and gaps in their health and social care workforce.
The ILO-OECD-WHO Working for Health (W4H) Programme was developed as a follow-up to the UN High-level Commission on Health Employment and Economic Growth in 2016.  It provides catalytic support to governments, social partners and key stakeholders at country, regional and global level to develop, finance and implement multi-sectoral health workforce strategies for Universal Health Coverage (UHC) that will increase the supply and employment of trained health workers, create decent jobs, maximise the performance of health workers, deliver essential quality health services where they are most needed, improve health outcomes, and ensure that health systems’ resilience, preparedness, and core capabilities for public health, primary health care, and health security, are strengthened.
The programme targets governments, youth, women, health and care workers, including those who migrate for economic reasons (forced and irregular migration).
In Pakistan, this objective will be achieved through advocacy for policy reforms, direct action programmes aimed at ensuring a safe and healthy work environment, capacity building of the stakeholders to champion the mainstreaming of decent work principles for health workers. The specific aims are:
Strengthen occupational safety and health for health workers in Pakistan
Provide guidance on the implementation of international labour standards in relation to health workers
Support the development of gender transformative policy, practices and non-discriminatory working conditions in the health sector
Reporting line
The Project Officer will report to the Country Director in close liaison with the programme team at CO Islamabad and relevant specialists and teams in DWT and HQ.
Duties:
  • Review and analyse country specific development plans and priorities, socioeconomic data, reports and other relevant information particularly in the area of OSH, care economy, health workers, ILS and cross cutting link between relevant SDGs, 1,3,4,5,6, 8.
  • Lead in the preparation of briefs, background information, technical reports and periodic progress reports and statistical data on status of the overall activities of the project.
  • Monitor progress of project and activities by reviewing, verifying and analysing work-plan, progress reports, final reports and other data for clarity, consistency and completeness.
  • Follow-up with relevant departments, executing agencies, government offices, constituents and other organizations to expedite implementation and meet targets.
  • Provide programming and administrative support to the project in areas of responsibility.
  • Assist in the programming and control of resources from all sources of funds, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations to management for remedial action.
  • Prep contracts and supervise work of external collaborators and organize the communication around any project activities, ensure quality in close coordination with CO and SECTOR.
  • Organize conferences, seminars, workshops, training sessions and meetings as required for the project implementation.
  • Brief ILO specialists, project experts, associate experts and visiting officials and provide relevant information on programme matters.
  • Identify and map relevant donors and development partners to mobilise further resources for the project and prepare sustainability plan with the help of CO and SECTOR.
  • Perform other duties as may be assigned by the supervisor.
Education:
  • University degree in economics, social sciences, employment, labour and/or environmental issues, project management and other relevant field.
Experience:
  • At least one to two years of professional experience at the national level  in the area of Labour and OSH, labour laws. Proven experience in working effectively with government bodies in charge of policy making, workers’ and employers’ organizations and non-government organizations and other related thematic areas.
Languages:
  • Excellent command of English and Urdu, a working knowledge of the regional languages will be an advantage.
