Protection from Violence Specialist (Site Management) – Internal Applicants Only.

This is an exciting opportunity to provide technical support in the development of the Protection from Violence (PfV) Core Competency (CC), including strategic direction and quality assurance, with particular attention to NRC teams working on site management. 

What we are looking for:

We are looking for an experienced professional with vast implementation experience in site management / camp management in a humanitarian/ recovery context. Experience in community engagement program design is also required. 

What you will do:

Some of your specific responsibilities include:

  • Design and oversee the roll out of UDOC/Site Management program development priorities with a focus on engagement of community representation structures in coordination and decision-making mechanisms and support to local partners; and area-based coordination.
  • Recognizing that dedicated capacity will not be guaranteed in 2025 onwards, support the Global Lead to integrate the necessary minimum site management capacities into existing PfV Core Competency systems, mechanisms, and technical advisory capacities. This will include the design and roll out a capacity building strategy for regional advisors, and where relevant country-based colleagues to adapt existing sector and NRC guidance and tools on UDOC/Community Engagement/Coordination to the local context.
  • Adapt and integrate Site Management (SM) and Safe and Inclusive Programming standards to all Site Management activities.
  • Train and build the capacity of NRC UDOC/SM staff and identify local actors (local authorities, national/local NGOs, CBOs, etc.)
  • Advise on the development of relevant SOPs and monitoring mechanisms to ensure high programme quality standards based on Site Management Minimum Standards.
  • Prioritize and promote programmatic linkages with other CCs and integrated programming.
  • Represent NRC at global sector coordination mechanism (such CCCM Cluster or working group, sector coordination in refugee setting and in the Global Cluster SAG; and advise regional and country colleagues in their coordination leadership roles.
  • Advise on and support emergency and remote SM intervention management and methodologies, including through our firstline responses.
  • Design and develop programme approaches and activities that can be piloted and expanded to potential new areas of operation.

What you will bring:

  • A bachelor’s degree in a relevant field (law, social sciences or related disciplines). An advanced academic qualification will be an added advantage.
  • Minimum 4 years of implementation experience in site management / camp management in a humanitarian/ recovery context. Experience in community engagement program design.
  • Experience from working in complex and volatile contexts.
  • Broader expertise in violence prevention and response would be an advantage.
  • Documented results related to the position’s responsibilities.
  • Knowledge and skills in market analysis, cash-based interventions and market-based programmes.
  • Knowledge about own leadership skills/profile and high degree of emotional intelligence.
  • Fluency in English, both written and verbal. Fluency in French, Spanish and/or Arabic a distinct advantage.
  • Experience managing a complex protection, camp management or urban displacement focused programme including implementation, programme development, fundraising and budget development.
  • Excellent understanding of key technical standards in camp management and a demonstrated ability to integrate them into programming.
  • Understanding of and experience working within the IASC humanitarian architecture/UNHCR led refugee response coordination model. Experience representing an agency in national coordination mechanisms would be an asset.
  • Experience in the design and delivery of team capacity strengthening, including remote coaching, mentoring, and training. Certification in ToT on CCCM would be an advantage.

  • Contract: National 6 months contract.
