Job Description
Objectives of the Programme and the immediate Strategic Objective
WHO India Country Office collaborates with the Government of India and relevant stakeholders within the framework of the collaborative Country Cooperation Strategy (CCS), to actively support the development and implementation of national health policies, strategies and plans aiming at promoting access to and utilization of affordable and quality health services and improving the financial protection against health-related risks.

The South – East Asia Region (SEAR) of WHO is made up of 11 countries, with over 1.9 billion people, with India’s population of 1.4 billion. All the Member States of WHO/SEAR (Bangladesh, Bhutan, Democratic People’s Republic of Korea, India, Indonesia, Maldives, Myanmar, Nepal, Sri Lanka, Thailand and Timor-Leste) share the common value of the highest attainable standard of health as a fundamental human right. All WHO actions are based on this and rooted in the underlying values of equity, solidarity and participation.
The mission of WHO India is to improve quality of life of the 1.4 billion people in India by supporting the government in eliminating vaccine preventable and other communicable diseases, reducing maternal and neonatal mortalities, promoting healthy lifestyles, addressing determinants of health, preparing and responding to health emergencies and strengthening health systems for universal health coverage.
Organizational context
Under the guidance incumbent works based on general instructions, own experience and precedents, following Administrative & Financial Guidelines specific procedures and practices and regulations, to ensure smooth workflow. Non-routine work is assigned usually with instructions by the supervisor and reviewed for meeting the expected outcomes and is performed in accordance with Administrative and Financial guidelines and procedures. The incumbent is encouraged to seek guidance for unusual issues.
Summary of Assigned Duties
Under the managerial supervision of Regional Administration and Finance Officer (RAFO), and direct supervision of Surveillance Medical Officer (SMO), the incumbent performs the following duties:
Programme Support:
- Support the delivery of services and transactions during supplementary immunization activities for polio and measles, routine immunization and vaccine preventable diseases, and any other activities being undertaken by the unit office.
- Maintain records for disease surveillance, immunization activities, activities related to new vaccine introduction and health emergency.
- Support a range of support services under technical guidance of other public health programs within WCO -India such as NTD, NCD, Health Systems IHIP &other programs
- Provide assistance to the supervisor in the preparation of district level spot maps, reports, presentation, and training materials for meetings, conferences, workshops and seminars etc.
- Coordinate with Labs, district/state officials on receiving & storing samples and tracking their shipment.
Data Collection & Analysis:
- Maintain and update district wise database of reporting network/health facilities for all surveillance, immunization, and related activities.
- Follow up on collection of data, it’s entry into relevant databases, analyzing data as required, assist in mapping & preparing reports, collect, and report all case details in Case Investigation Form (CIF) and in VSIMS or any other software mandated by WCO-India
- Coordination for compilation of Field Monitor claims such as DSA, excess fuels, and other related activities.
- Provide timely reporting of compiled data (technical and A&F) to the Sub regional office
Budget & Finance:
- Perform a range of finance-support services under guidance, including maintaining and update online accounts, vouchers, cash book and assist in preparation of necessary reports; perform bank reconciliation in a timely manner and immediately report discrepancies (if any) to the supervisor
- Prepare and monitor the monthly budget to ensure judicious usage of fund and processing of the timely payment to vendors as per the established procedures.
Administrative Operations:
- Receive, screen, track and distribute incoming correspondence, attaching background information or related file, drawing their attention to specific issues/problems as necessary.
- Administer the inventory of supplies and organizational assets. Regularly update inventory records of office equipment, assets, and other WHO property as per established procedures and ensure safety & security of office equipment & premise.
- Provide support for logistics & travel administration including flight and hotel bookings and follow up on travel related issues. Support general logistics arrangements for training/workshop/ seminars.
- Transportation administration, management of the unit office vehicles (Project vehicles/ Hired vehicles), coordinate with drivers, and all related activities at unit level
- Ensure smooth functioning of the unit office including ensuring adequate office supplies and maintenance of the physical premises.
- Maintain filing systems, ensuring that all activities supported are traceable and accessible as required. Archiving and documenting the record of proceedings, important letters, files and maintaining the confidentiality of the data.

Education Qualifications
Essential:
Completion of secondary school education or equivalent.
Desirable:
University degree / diploma from a recognized university would be an asset
Experience
Essential
A minimum of three (3) years of work experience relevant to the position (administering support services and transactions in the operational support area, including finance, and/or human resources, and/or procurement, and information technology management support).
Desirable
Relevant experience in WHO or another UN agency an asset. Experience in Oracle-based or other ERP systems an asset.
Remuneration:
Monthly remuneration is INR 60,394 taxable as per Indian laws and the appointment will be through Special Services Agreement (SSA) extendable subject to satisfactory performance and continuing need for the function. S/he will be posted anywhere in India.
The Administrative Assistant is a national of the country (India) where he/she is to serve, is recruited locally and is not subject to assignment to any official station outside the home country. Only Indian Nationals should apply.
