Purpose of the Role

The Roving Project Officer is responsible for ensuring consistent, high-quality implementation of project activities across all SOUTNA Resource Hubs and project locations. The role serves as the primary link between project management and field implementation by providing direct supervision and support to Hub Facilitators, monitoring activity delivery, strengthening stakeholder engagement, and ensuring adherence to project standards, timelines, and quality requirements.

The position plays a key role in field coordination, risk identification, partner engagement, and cross-location learning, while providing management with timely field-based information to support effective decision-making and adaptive programme management.

Key Duties and Responsibilities

  1. Field Coordination and Quality Assurance
  • Conduct regular field visits to project locations to monitor implementation progress, quality standards, and compliance with project requirements.
  • Verify activity delivery, documentation, participant engagement, and operational readiness across project sites.
  • Identify implementation challenges, risks, and emerging opportunities, and recommend appropriate corrective actions.
  • Prepare regular field monitoring reports and provide timely updates to project management.
  • Support continuous improvement of project implementation through quality assurance and follow-up actions.
  1. Supervision and Capacity Building of Hub Facilitators
  • Provide direct supervision, guidance, and support to Hub Facilitators across all project locations.
  • Support work planning, activity scheduling, and achievement of project targets.
  • Conduct regular performance discussions and provide constructive feedback to strengthen implementation quality.
  • Facilitate knowledge sharing and peer learning among Hub Facilitators.
  • Build staff capacity through coaching, mentoring, and on-the-job support.
  1. Stakeholder Engagement and CSO Outreach
  • Support outreach, mobilization, and engagement of civil society organizations, community groups, and project stakeholders.
  • Represent the project in meetings, consultations, and coordination forums as delegated.
  • Maintain productive working relationships with government entities, civil society actors, community leaders, and other relevant stakeholders.
  • Support the organization and facilitation of stakeholder consultations, networking events, and community engagement activities.
  • Maintain updated stakeholder and partner contact records.
  1. Project Coordination and Partner Support
  • Support project partners and grantees in the implementation of approved activities and work plans.
  • Provide operational guidance and follow-up to ensure timely and effective activity delivery.
  • Monitor implementation progress and escalate significant issues or delays to project management.
  • Coordinate with project teams to ensure consistency of implementation approaches across all locations.
  • Support the management of project helpdesk and referral mechanisms where applicable.
  1. Monitoring, Learning, and Reporting
  • Support data collection, verification, and reporting activities in coordination with the MEAL Officer.
  • Contribute to assessments, learning activities, reflection sessions, and project reviews.
  • Collect field evidence, success stories, lessons learned, and case studies to support project reporting and communication.
  • Ensure project documentation is complete, accurate, and submitted in a timely manner.
  • Support accountability and feedback mechanisms at field level.
  1. Coordination and Communication
  • Facilitate communication and information sharing between project management and field teams.
  • Promote consistency of implementation standards across all project locations.
  • Support coordination of project events, meetings, trainings, and workshops.
  • Ensure timely communication of operational issues, security concerns, and implementation risks.
  1. Other Duties
  • Perform any other duties related to the position as assigned by the Senior Program Manager or Program & Operations Director / Country Manager.

Required Qualifications and Experience

Education

  • Bachelor’s degree in Social Sciences, Development Studies, International Relations, Public Administration, Political Science, or a related field.

Experience

  • Minimum of four years of relevant experience in project coordination, community development, civil society engagement, or programme implementation within NGOs, UN agencies, or international development organizations.
  • Demonstrated experience supervising and supporting field-based staff.
  • Experience working with civil society organizations, community groups, and local stakeholders.
  • Experience coordinating activities across multiple locations is highly desirable.
  • Experience with donor-funded projects, particularly EU-funded programmes, is an advantage.

Technical Skills

  • Strong project coordination and field monitoring skills.
  • Knowledge of civil society development, stakeholder engagement, and community-based approaches.
  • Strong report writing and documentation skills.
  • Proficiency in Microsoft Office applications.
  • Familiarity with digital data collection tools such as KoBoToolbox or ODK is an advantage.

  • Fluency in Arabic and English, both written and spoken, is required.
  • Knowledge of Kurdish is highly desirable.
