Duties

  • Serve as a Security Specialist and Special Security Officer (ASSO) for Headquarters, Department of the Army (HQDA), Office of the Deputy Chief of Staff, G-2, Special Security Office, Carlisle Barracks, Pennsylvania (PA).
  • Engage in protecting personnel, information, material, operations and facilities from national security threats of compromise, unauthorized disclosure, or espionage.
  • Maintain records in the Defense Information System for Security (DISS) to determine clearance eligibility and current command access level throughout U.S. Army War College (USAWC) and supported agencies.
  • Plan, develop and provide oversight of sensitive compartmented information (SCI) security programs.
  • Responsible for the security administration and management of all SCI pertaining to the receipt, control, safeguarding, and accountability of SCI products.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a Top-Secret security clearance based on a Tier 5/Single Scope Background Investigation with eligibility for Sensitive Compartmented Information (SCI).
  • Temporary Duty Travel (TDY) may be required ~10% of the time.
  • Position has been identified for the Security Professional Education Development (SPeD) Certification Program and must be able to obtain the Security Fundamentals Professional Certification (SFPC) certification within first two years of employment.

Army DCIPS positions apply Veteran’s Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

This position is a developmental position hiring at the GG-07, the GG-09 or the GS-11 level, with full-performance at the GG-11 level.

If you are selected at the GG-07 or GG-09 level, you may be promoted non-competitively to the next grade level upon meeting the following requirements:
(1) Satisfactory demonstration of the ability to perform at the developmental/target grade.
(2) If there is higher level work at the developmental/target grade level.
(3) Assignment of increased responsibilities.
(4) Recommendation for promotion by supervisor.
(5) Satisfactory completion of all required training.
(6) Completion of all DCIPS regulatory requirements for promotions.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GG-07: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience performing security duties such as gathering and reviewing a variety of statistical data to prepare reports and/or conduct analyzes on various types of security. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-05).
OR
A Bachelor’s Degree that is closely related to the position. Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as National Security Studies, Political Science, International Relations/Foreign Affairs, Geography, Security Management/Administrations, Criminal Justice, Psychology, History, or Law. (NOTE: Transcripts must be submitted with application).
OR
A Bachelor’s Degree that is supplemented by at least 15 semester hours or 22 quarters hours that are closely related to the position. (NOTE: Transcripts must be submitted with application).
OR
A Bachelor’s with Superior Academic Achievement as defined by OPM. (NOTE: Transcripts must be submitted with application).
OR
A Bachelor’s Degree supplemented by graduation from the Military Intelligence Officer Basic Course (MIOBC) or the Military Intelligence Officer Advanced Course (MIOAC). (NOTE: Transcripts and certificates must be submitted with application).

GG-09: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience performing duties that involve reviewing or analyzing or resolving recurring security issues; AND initiating security clearance requests and investigations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-07).
OR
A Master’s Degree that is closely related to the position. Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as National Security Studies, Political Science, International Relations/Foreign Affairs, Geography, Security Management/Administrations, Criminal Justice, Psychology, History, or Law. OR
A Master’s Degree or Law Degree (LLB or JD) that is supplemented by at least 15 semester hours or 22 quarters hours that are closely related to the position. (NOTE: Transcripts must be submitted with application).

GG-11: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience conducting personnel security investigations to process security requests; AND applying security policies, procedures, and/or principles with developing sensitive compartmented information facilities (SCIF) plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-09).

A Ph.D or equivalent Degree that is closely related to the position. Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as National Security Studies, Political Science, International Relations/Foreign Affairs, Geography, Security Management/Administrations, Criminal Justice, Psychology, History, or Law. You will be evaluated on the basis of your level of competency in the following areas:

  • Personnel Security
  • Security Program Management
  • Sensitive Compartmented Information (SCI) Security

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
