JOB OVERVIEW

The Senior Case Management Officer oversees the provision of case management services in the Kharkiv region. They are responsible for leading social workers, ensuring daily oversight and mentorship. The Senior Case Management Officer will work from the IRC office in Kharkiv, coordinating work under the guidance of the Protection and Rule of Law Case Manager, and in coordination with Protection and Rule of Law Manager based in Kharkiv

KEY RESPONSIBILITIES

1.Supervising Protection Monitoring and Activity Analysis

oSupport the PRoL Manager and Case Manager and local partners in the development and implementation of case management services.

oUpdate data on the provision of social services by NGOs and government agencies in the city and region.

oParticipate in supporting the team in providing services to clients.

oCollaborate with WPE, CP, ERD and Health teams on client referrals.

oProvide suggestions for creating and updating forms in CommCare regarding case management.

oSupport the PRoL Manager and Case Manager in providing information on case management implementation, report creation, and addressing current needs.

2.Ensuring Ongoing Control of Case Workers’ Referral Tracker Utilization

oEnsure that case workers take up referrals, make appropriate annotations, and keep the referral status tracking system updated.

3.Case Management and Psychosocial Support

oOversee the overall provision of case management services and the delivery of non-specialized psychosocial support.

Plan and implement activities according to the overall program work plan and weekly movement plans.

Support and oversee the work of caseworkers by providing technical supervision on complex cases alongside the team and appropriately distributing tasks within the team. Ensure the implementation and adherence to IRC best practices and protocols for case management and PSS.

Support the development of internal guidelines and SOPs for case management services in collaboration with the Protection Manager.

Train staff on client identification for case management, protection tools, vulnerabilities, and protection risks.

Weekly, develop work plans for case workers, including visits to centers and shelters with other team members, and take support measures for case management.

4.Program and Team Management

Oversee and develop the capacity of caseworkers, ensuring they understand their roles and responsibilities, and conduct activities according to the overall program work plan and weekly movement plans.

Create weekly work plans for collective and transit centers/shelters/volunteer centers/government visits, share and coordinate them with the PRoL Manager and Case Manager.

Support the PRoL Manager in developing program reports in line with donor and program requirements.

Set an example and contribute to IRC’s efforts to take all necessary preventive measures and create an environment where people feel safe and can report misconduct.

JOB REQUIREMENTS

Education:

  • Bachelor’s or Master’s degree in social work, human rights, social sciences, public health, humanities, or other related fields.

Work Experience:

  • Previous experience in social work/case management/providing social services.
  • Experience in team management, organizing group events, training, and seminars, as well as mentoring. Completion of relevant training/professional development courses.

Skills and Abilities:

  • Proficiency in Ukrainian and Russian languages. Knowledge of English is an advantage.
  • Excellent communication skills.
  • Demonstrated understanding and ability to maintain confidentiality and respect for clients/beneficiaries.
  • Positive and professional attitude, including the ability to lead and work well within a team.
  • High degree of flexibility and strong organizational skills, ability to meet deadlines, maintain composure, prioritize under pressure, coordinate multiple tasks, and maintain attention to detail.
  • Computer proficiency, including Microsoft Word, Excel, and CommCare, Kobo, Primero.

WORKING ENVIRONMENT AND OTHER RELEVANT INFORMATION

  • This position requires full-time office work with periodic field visits for employee monitoring or communication with community organizations or government agencies in the social services sector. Travel should not exceed 30% of the time.
