EIB is regularly one of the largest international borrowers in public markets worldwide, and present in a highly diverse range of currencies. The resulting high profile in credit markets globally is correlated with communication needs towards the main credit market audiences – bankers, investors, credit analysts and credit rating agencies, as well as financial media.
 
The overall purpose of the Investor Relations and Sustainable Finance division (IRSF) is to facilitate and/or deliver communication in capital markets worldwide, in support of the Bank’s debt issuance objectives. This involves delivery of a range of analytical, advisory and marketing services.
 
You will develop and implement effective and efficient communications with credit rating agencies in particular, and secondarily with the wider investment community, to help optimize conditions for funding activities. Thereby ensuring that the Capital Markets Department contributes to the achievement of the EIB objectives. The role involves responsibility for covering at least one solicited credit rating agency (CRA), as well as unsolicited credit rating agencies,
Specific Post Environment:
  • Internal contacts: Various teams in Finance, Risk Management, Financial Control, Operations, General Secretariat, Legal and other departments.
  • External contacts: Mainly Credit Rating Agencies (CRAs), as well as investors, market analysts, official sector stakeholders, dealers, and financial media.
  • The IR&SF division is split in three teams / units: i) Ratings & Credit team; ii) Marketing & Business Intelligence team; and iii) Sustainable Finance Unit.
  • As a (Senior) Funding Officer you will work within the Ratings & Credit (R&C) team, benefiting from guidance from a Team Leader, while reporting to the Head of Division. The post bears high responsibility given that the main focus is on ratings support, a strategic consideration for the Bank.
Accountabilities:

Strategy / policy development:

Provide input in the strategy and policy development process for own domain in funding/marketing activities to ensure that the strategy and policies set by the Capital Markets Department are met:

  • Contribute to the formulation of strategies and policies on credit ratings, also by ensuring operational coverage of EIB rating.
  • Evaluate changes related to ESG integration in credit ratings in order to understand credit impact and market positioning.
  • Provide expert input and review core / strategic EIB plans and publications such as the Operational Plan (OP) or the preface for the annual report.
  • Communicate on the strategies, policies and procedures throughout the organisation, in extensive cooperation with other services.
Strategy / policy implementation:

Rating and Credit Analyst Coverage: Responsibility to deliver related drafting and analysis set out below:

  • Prepare (under guidance from IRSF Head of Division / R&C team leader and as appropriate in collaboration with other services) forward tactics, rating meetings and regular briefings on rating agency views about EIB (for colleagues in the Finance Directorate and Senior Management in various parts of the bank). Proactively monitor rating agency views (e.g. notably macro, sovereign, peer and banking sector), and interpret possible implications for EIB, providing expert input on positioning the EIB vis-à-vis changes in rating methodologies, peer developments, as well as providing and implementing ideas in how various EIB credit developments are to be marketed/explained to the rating agencies and other audiences.
  • Participate in selected roadshows and contribute to development of marketing materials for roadshows, mainly in order to convey EIB’s credit positioning to capital markets.
  • Develop, improve and implement processes, procedures, tools, etc. for rating and credit analysis coverage and run them in the most effective and efficient way.
  • Represent the Finance Directorate in internal discussions and negotiations entailing reaching agreements on sophisticated tactical approached and communication with credit rating agencies.
Execution of the key area processes:
  • Act as a focal and expert point for EIB rating matters and credit analysts by providing regular analysis of rating related issues – EIB credit issues, peer developments – and autonomously drafting key presentations and briefing material and internal reports to the Management of the Finance Directorate / EIB services and to be presented to credit rating agencies and credit investors
  • Maintain efficient liaison with other services and sustain shared ownership as well as internally maintain awareness and deliver updates on rating issues.
  • Contribute to external marketing by providing input to investor presentations, participating at selected investor meetings and providing expert credit insights, representing EIB at selected events. 
  • Provide content to editorial work and selected drafting for internal management briefings, funding newsletters, investor presentations and background on the risk profile.
Specialist advice:
  • Provide specific advice and recommendations on issues related to rating and credit analysis.
  • Keep up to date with latest growing relevance of ESG, and draw on other services as needed in this regard.
Special projects / working groups:
  • Deliver in projects that can go beyond the strict boundaries of the own specific domain and that have a specific scope and timing.
Qualifications:
  • University degree, ideally to at least Masters level degree (minimum an equivalent to a Bachelor), preferably with studies including Economics or Finance.
  • At least 5 years’ relevant experience in finance or financial marketing, including credit analysis or origination coupled with exposure to credit analysis, ideally including bank credit or rating analysis.
  • Understanding of credit rating agencies’ approach, ideally including knowledge of relevant frameworks and methodologies
  • Solid financial knowledge, some knowledge of and especially demonstration of interest in banking; familiarity with basic concepts of risk management, accounting would be an advantage, knowledge of sustainability / ESG welcomed.
  • Demonstration of detailed interest in EIB’s mission and activities. Understanding of EU institutions and policy, mission of supranationals would be an advantage.
  • Understanding of the main credit drivers of banks and supranationals.
  • Proven ability to analyse and summarise financial information in user -/ market-friendly form.
  • Economic or financial modelling skills would be an advantage.
  • Well-developed skills in originating, structuring and drafting analytical / marketing content.
  • Excellent verbal and written communication skills, with excellent editorial, synthesis and presentation skills.
  • Knowledge of MS Office including Word, Excel and PowerPoint
  • Excellent knowledge of English, ideally with a good command of French. Knowledge of other EU languages would be an advantage.
