Overall purpose of the role
- Supervise members in the Shelter team.
- Deliver technical support and guidance to the team.
- Ensure the quality of the planning, implementation, and follow-up of all technical aspects of the Shelter activities being implemented by DRC.
- Develop and maintain good relations with the persons of concern, relevant stakeholders, and other humanitarian actors, to support adequate implementation and coordination of DRC’s sector activities.
- Provide Technical lead on the definition and implementation of all shelter activities.
- Ensure quality of assessments, procurement documents and scope of work related to shelter activities.
- Ensure that all the assistance related documentation is prepared in compliance with the Myanmar legislation and DRC requirements.
Shelter Sector responsibilities
- Lead and manage the team (including people planning, performance, well-being, and development)
- Ensure effective planning and quality implementation of the sector/support activities.
- Follow and ensure the quality of the team’s daily activities and timely execution of all fieldwork as well as field teams.
- Reporting to Shelter & Settlement Project Manager and CCCM/ Shelter Coordinator.
- Examine various local construction materials/methods and determine the best to be used.
- Develop and initiate new ideas to maximize assistance to beneficiaries.
- Review, and prepare shelter/WASH facilities/infrastructure BoQ and design drawings.
- Provide technical support to contractors or any other implementation groups.
- Ensure efficient and effective program implementation while following the budget and work plan.
- Technical Monitoring of shelter/infrastructure construction and renovation process.
- Compile quality assurance requirements for construction materials and completion standards for contracts.
- Reporting for recommendation of technical quality check for any other infrastructure construction and renovation
- Collaborate with relevant internal and external technical experts on sector relevant issues.
- Liaise and cooperate at field level with other humanitarian organizations as requested.
- Represent DRC at meetings and other relevant technical coordination meetings.
- Ensure integration with other DRC sectors.
- Proactively plan and coordinate logistics and movements of staff from and to different operational areas.
- Initiate procurements and ensure their execution.
As Team Leader the post-holder is responsible for the following:
- Accountable for people management of employees, usually working in the same area of work.
- Accountable for ensuring that agreed work plans and tasks set by the next-level up Manager are implemented on time.
- Report project scheduling and progress as required by DRC Management.
- Provide technical input to construction contracts and bid/Tender process.
- Any other duties relating to the nature of the job as requested by the Manager.
Experience and technical competencies: (include years of experience)
- University Degree of B.E in Civil Engineering.
- An extensive (3-7years) ‘hands on’ experience in shelter/WASH/community structure facilities construction and design. Additional experience in emergency shelter and wash facilities construction is an asset.
- At least 2 years’ experience in the Rakhine context.
- Work experience in community-based construction activities is an asset.
- Good experience in preparing detailed BoQ and drawing.
- Excellent skills of computer technical drawing software (Auto Cad/SketchUp) and Microsoft office, Excel.
- Experience in technical supervision of contractors.
- Familiar with indigenous constructions methods and materials.
- Flexible and prepared to travel intensively and live in basic conditions.
- Strong organizational and communication skills.
- Full professional proficiency in English
- Knowledge in local languages

Conditions
- Contract: DRC will offer the successful applicant a DRC’s Regular contract included 3-month probation with the possibility of extension. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is placed in Employment Band G-management. This position is open for Myanmar National only.
