                                                         TERMS OF REFERENCE

China is experiencing a growing burden of childhood overweight and obesity, driven by changing dietary patterns and increasingly unhealthy food environments. Sugar-sweetened beverages (SSBs) are recognized globally as a major contributor to excess sugar intake and obesity risk among children and adolescents. UNICEF China is supporting efforts to advance healthier food environments for children through evidence generation, policy dialogue and strategic advocacy. As part of this agenda, UNICEF China aims to explore the feasibility and policy relevance of fiscal measures, including sugar-sweetened beverage taxation and related healthy food fiscal policies. Recognizing the technical complexity and political sensitivity of fiscal policy development and reform, UNICEF seeks an international consultant with recognized expertise in health taxation to provide high-level strategic and technical advisory support to UNICEF and its national partners.

Minimum requirements:

  • education: Advanced degree in Economics, Public Finance, Public Health, Nutrition Policy, Health Financing or related fields.
  • Work experience: Minimum 15 years of professional experience in health taxation, fiscal policy, public finance, nutrition policy or related areas.
  • Language Requirements: fluency in English is required.
  • Knowledge/Expertise/Skills:
    • Demonstrated expertise in sugar-sweetened beverage taxation and/or health taxes.
    • Proficiency in fiscal modeling, price elasticity analysis, or health impact projection models and ability to appraise complex economic data and simulation results.
    • Experience supporting governments, WHO or international organizations on fiscal policy design and implementation.
    • Familiarity with the socio-economic and fiscal context of China or similar high/middle-income countries.
    • Excellent analytical, strategic advisory and policy writing skills.
  • Desirables: Experience contributing to WHO/global normative guidance highly desirable.

  • A detailed technical proposal: Applicants are requested to submit a technical proposal (maximum 5 pages) including:
    • Understanding of the assignment and key considerations for advancing sugar-sweetened beverage taxation and healthy food fiscal policies in China;
    • Proposed technical advisory approach and methodology, including how the consultant would support a nationally led process involving academic and policy partners;
    • Relevant international experience and examples of similar assignments conducted;
    • Proposed workplan and timeline aligned with the deliverables outlined in the TOR;
    • Identification of potential risks/challenges and proposed mitigation approaches.
  • Two relevant writing samples/publications.

 

Remarks:
