The Opportunity – Supply Chain Coordinator (For Nationals based in Westbank)

Post location: West Bank Field Office (WBFO) located in Ramallah.

Contract Duration and Level of Effort: 12 months with possible extension.

ROLE PURPOSE:

The role of this position is to lead the Supply Chain function in the oPt West Bank Field Office ensuring the whole function is aligned and in compliance with SCI systems and policies. This post leads the presentation of the supply chain function to the country office, region and members/center as needed. This position will lead and manage the set up and scale up of all emergency response Supply Chain functions and responsibilities. Part of this role is also to strengthen partner’s capacities and disseminate lessons learned and best practices.

By default, this post is the lead supply chain represented for all procurements in the West Bank. The Country Office will provide needed support according to the guidance of these procurement and all strategic procurements.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Reports to: West Bank Field Office Manager with Dotted Line (Technical/Functional Lead) to Country Office Supply Chain Manager

Staff reporting to this post: WBFO Supply Chain Assistant, WBFO Supply Chain Intern

KEY AREAS OF ACCOUNTABILITY:

Key Area 1 : Strategy and Planning

  • Lead WBFO implementation of the Country Supply Chain Management Plan and Strategy to be aligned to regional and global priorities with the aim of delivering value for money to our donors, quality goods and services to our beneficiaries and exceeding our operational KPIs.
  • Manage and communicate with senior internal stakeholders to promote the role of the Supply Chain function, to drive best practices and operational efficiencies for the benefit of the WBFO.
  • Lead the process of the country master live procurement plan and follow up with the Supply chain team/s and Program managers on the reconciliation process on monthly basis.
  • Participate in the sourcing pipeline process for the Country office and identify the needed new sourcing projects and events after the reconciliation process with the existing FWAs for the needed goods and services.
  • Support the EPP and contingency planning and ensure WBFO is meeting advance preparedness actions and feed the sourcing pipeline to identify the emergency FWAs.
  • Provide analytics and maintain review of the policies and systems ensuring compliance with SCI policies and how the WBFO can improve efficiencies.
  • Maintain an overview of partners’ capacities in supply chain, develop capacity building plans and system upgrades required and support implementation team in partner’s capacity building.
  • Provide needed training and capacity building to WBFO supply chain team and budget holders.
  • Design roll out of new systems, coach and train, mentor the supply chain staff and evaluate the success of deployment and recommend needed follow on actions.
  • Contribute to Country Office Supply Chain Management risk assessments, tracking emerging risks and recommending mitigations/needs actions.
  • Support the costing process of new proposal development and ensure the up to date market data and previous learnings are incorporated to improve the competitiveness.
  • Ensure all staff are completing the mandatory trainings related to Supply Chain.

Key Area 2: Team Management and Capacity Building

  • Implement the Supply Chain organisational structure in line with the target Country Office operating models to ensure allocation of roles for Supply Chain Management, Sourcing and Buying as discrete capabilities within the team.
  • Ensure all supply chain new policies and manuals are deployed in timely fashion in the WBFO.
  • Work closely with any audit assigned internally or externally as defined/requested.
  • Hold regular weekly supply chain review with the WBFO management ensuring all concerns received are addressed in timely fashion and reported back to DPO & CO Supply Chain management.
  • In coordination with FOMs, support the Supply Chain team in setting and evaluating their objectives and annual goals to be aligned with the CO supply chain goals and objectives.
  • Improve accountability through the establishment of clear reporting lines and documentation, promoting transparency in Procurement activities and ensuring that inter-department processes are under a constant improvement cycle.
  • Lead any activities linked to Supply Chain Transformation and improvement processes, systems, and ways of working. Specifically, all activities linked to Procurement (Procurement Operating Model, Adoption of the new Procurement Manual and Policy, transition to ‘Source to Pay’ ProSave system, Total Inventory Management system, etc.).

Key Area 3: Operations

  • Drives adoption & performance/compliance of the ProSave system.
  • Accountable for ensuring new staff are on boarding and trained on ProSave.
  • Allocate work between the Sourcing and Buying roles
  • Identify the Supply Chain risks and place the needed mitigation plans
  • Ensure that indicators are tracked regularly and that Procurement financial savings are documented and reported.
  • Serve as the Technical Advisor in Supply Chain for other FOs as needed.
  • Accountable for ensuring all standard reporting are timely and accurate including KPI management and ensure planning and corrective actions implemented to maintain green KPIs.
  • Manage complex contracts of the WBFO, e.g. CTP/CVA and Construction contracts as per the policies, manuals, and SOPs.
  • With implementation team, deliver training and capacity component for partners as per the plans.
  • Provide trainings to suppliers with the deployment of S2P/ProSave and other essential trainings.
  • Stay and keep Supply Chain updated with training opportunities and participate in regional and global supply chain workshops/trainings.
  • In line with Save the Children Procurement policies and procedures, establishing Framework Agreements with suppliers for regularly/frequently procured goods and services.
  • Lead all strategic procurement and all 100,000 US$+ biddings, coordinate with the CO as deemed necessary and according to the system.

Key area 4: Governance

  • Ensure that SCI Procurement policies and procedures are in place and followed, that there is consistency throughout all stages of the Procurement process, and that minimum standards of efficiency, quality, and timeliness, and value for money are maintained.
  • Promote transparency and fairness in all Procurement processes, ensuring a strict control system is in place within the Procurement function at FO level, to minimise risks linked to fraud, delays, bad quality or poor suppliers’ performances.
  • Ensure that other departments are familiar with and follow the SCI Procurement policies and procedures, with a special focus on Budget Holders and internal clients

Key area 5:

Ensure compliance with Child Safeguarding Policy

  • Ensure all suppliers are trained on CSG and in compliance across the WBFO Procurements and business interaction.
  • Provide advice and support for FO team to ensure compliance related to the supply chain business cycle.

In order to be successful, you will bring/have:

QUALIFICATIONS

  • University/College degree in Supply Chain (logistics), Business Administration or any other relevant field.

EXPERIENCE AND SKILLS

Essential

  • At least 4+ prior INGO experience in Supply Chain and/or operational management, within a complex/large scale country programme and in emergency response/humanitarian environments.
  • Substantial experience in all technical areas of Supply Chain operations including procurement, logistics, transport/distribution, warehousing and stock management, fleet management, and asset management.
  • Experience of developing / implementing a complex supply chain to support different types of programmes, and coordinating resources to meet the programme objectives
  • Experience of working in remote field basis with limited infrastructure
  • Proven track-record in managing and supervising others in supply chain, including training, capacity building & mentoring
  • Ability to synthesize and analyze complex information, and make clear, informed decisions
  • Experience of advising and supporting others at all levels with supply chain aspects of a programme, including strategic thinking, planning & donor relations
  • Ability to build positive & productive relationships quickly with a wide range of stakeholders, both internally and externally
  • Excellent planning, management and coordination skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities
  • Strong communication (written and spoken), and interpersonal skills in English with experience in managing multicultural teams
  • Strong experience in the local market and related laws in Palestine.

Desirable

  • Previous experience/exposure to automated systems for procurements.
  • Experience in West Bank and Israeli markets,
  • Advance computer application skills
  • Managing complex supply chain operation in volatile security conditions.
