Launched 2 years ago, the Vocational Skills Development (VSD) programme “Support to VET Reforms Project” in Uzbekistan, (VET4UZ), has the overall goal that VET students and graduates in Uzbekistan profit from a functional labour market-oriented education and training system allowing them to find and retain an attractive and decent job in sectors with growth potential.
The programme has four outcomes focusing on: VET governance / quality assurance / initial and in-service teacher training and strengthening economic actors’ participation in the VET system.
With a perspective of 12 years, divided in three phases, the programme is in its first phase of implementation (2022-2025). It is supported and financed by Swiss Development Cooperation (SDC) and implemented by HELVETAS.
The position is planned for two years (2024-2025), starting in July 2024, with the possibility of extension of four years.
MAIN TASKS
Main responsibility of Team Leader (TL) is to lead the overall management of the programme through high quality project implementation, including administrative and financial supervision and coordination with partners and stakeholders. You will provide strategic steering and technical support and coordination through trainings, workshops and continuous informal coaching and advice.
You will also ensure the development and strengthening of the monitoring and results measurement (MRM) system of the programme as well as knowledge management for steering, accountability and learning.
Your tasks in administrative and financial supervision will ensure that the programme complies with organisational administrative requirements and procedures including time registration, reporting and controlling needs, preparation of financial statements with partners and other relevant requirements from HELVETAS and SDC for a successful project implementation.
You will cooperate and coordinate, maintaining excellent relationship with Partners, primary stakeholders and other projects supported by Switzerland and other donors in the area of vocational skills development and you will foster a facilitative approach of the programme.
YOUR QUALIFICATIONS
· Academic degree (Master or equivalent) in skills development, education, pedagogy, economics, development studies or related social science.
· At least 10 years of experience in development cooperation, particularly in the area of VET in general with specific experiences in reform process, governance and issues related to the other objectives of the project.
· Demonstrated competences and experience in managing and coordinating complex vocational skills development and/or job creation programmes of comparable size and scope.
· Familiarity with a system approach such as VET-projects of systemic nature, e.g. supporting VET reform processes, working on VET governance issues or employer’s involvement in the VET offer.
· Professional experience specifically Central Asia regional and/or Eastern Europe.
· Proven track record in cooperating with a large number of stakeholders and in strengthening and building capacities of key partners.
· Strong managerial skills, including result-oriented management, strategic planning, human resources management and financial management skills. Strong experience in steering and mentoring, capacity to anticipate issues and identify forward-looking solutions.
· Excellent skills in reporting, interpersonal, communication and intercultural competencies.
· Excellent English language capacities (oral and written). Russian language skills are considered as a strong asset, Uzbek language skills are an added value.
