WHO is the specialized agency of the United Nations with objectives to promote health, keep the world safe and serve the vulnerable. The WHO Indonesia Country Office directs and coordinates the authority for health by supporting the Indonesian Government in the formulation, implementation and evaluation of national health policies, strategies and plans, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity. The Country Office develops a two-way collaboration with the Government of Indonesia to achieve universal health coverage, providing accessible, affordable and quality health services to all its citizens. This is in support of the Government efforts of achieving national health goals; of ensuring the attainment of UHC and of contributing to global and regional public health action by providing need-based technical assistance in national policy formulation, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity, to play a greater leadership role in different national level policy and technical forums. Within the framework of the collaborative Country Cooperation Strategy, the Health Systems Programme objective is to promote the UHC through strengthening primary health care. The Health Systems Programme provides technical and coordination support to the Government of Indonesia for evidence-based feasible, sustainable, and equitable national health polices, strategies and plans toward universal health coverage. The Programme is aligned to the health systems building blocks: primary health care-orientated service delivery, human resources, health financing and access to medicines.
Under the overall supervision of the WHO Representative, and under the direct supervision of the Team Leader, Health Systems, the incumbent shall perform the duties as below: 1.Support health policy development and health planning in the context of decentralized health system, including technical consultations and coordination with different stakeholders and partners from within and outside the health sector.2.Assist with regular reviews, assessment and evaluation of policies and plans including the implementation of the monitoring and evaluation frameworks for UHC and SDGs.3.Provide technical assistance in the design, implementation and monitoring/evaluation of health services delivery and management at multiple levels, with a strong focus on primary health care approach with effective referral systems, quality improvement and patient safety initiatives.4.Provide technical assistance to improve health financing mechanisms, budgeting, and financial management processes to achieve national health goals and SDG targets.5.Assist MoH with effective engagement with non-state actors including the private sector in the national UHC agenda through strengthening of appropriate mechanisms (e.g., coordination, regulation, licensing, accreditation, etc.).6.Support MoH in its decision-making role across all levels through capacity building for strengthening results-based governance and performance of the health system including the use of information and management tools.7.Assist the country to develop/update HRH country profile and information systems, health workforce plan and staff projections, and implement strategies, guidelines and regulations for HRH production, staff deployment and retention, health worker training and professional development, and staff improvement plans.8.Advise on any operational research that may be required to support activities related to human resources for health planning, management, and development.9.Provide technical support and advice to other WHO programmes and staff members on a wide range of issues related to health systems;10.Perform any other tasks as assigned by the WR.
Essential: University degree in a health-related science and a master’ degree in public health, health policy, health planning and management, health financing, social sciences or relevant field from a recognized institution.
Desirable: PhD in public health, health policy and administration, or related field of work.
Essential: Minimum of 7 years of relevant work experience in policy development, planning, management or development of health systems dealing with public health issues, including at least five years in an international context with increasing responsibilities in health and development; proven ability to interact effectively with multiple high-level stakeholders from government, development partners, etc.
Desirable: Relevant experience with UN or international organization UN
1.Demonstrated technical writing skills in the formulation of national, sub-national and systems policies, strategies, and plans.2.Demonstrated communication skills with respect to conveying technical aspects to policy makers and program planners as well as building consensus among stakeholders at country level.3.Demonstrated ability for national capacity development, programme planning and implementation.4.Demonstrated capacity to foster and lead teamwork of different national and cultural backgrounds, and across a variety of interested parties especially in the nationalpolicy/strategy/planning development processes as well as for a ‘one WHO’ response at country level.5.Demonstrated capacity to raise the profile of WHO in Indonesia.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2455 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
