Position Summary
Momentum Wheels for Humanity (MWH) seeks a Ukraine Security Coordinator to provide security oversight for MWH’s portfolio of projects in Ukraine, inclusive of the anticipated five-year USAID Rehabilitation for Ukraine (Rehab4U) Activity. The Security Coordinator will implement, maintain, and advise on MWH and local safety and security protocols and procedures, regularly monitor and advise on security conditions, conduct risk assessments, and lead safety and security briefings and trainings for staff and consultants. Only candidates with work authorization in Ukraine will be considered; relocation benefits will not be provided.

Expected Duties and Responsibilities
The Ukraine Security Coordinator will be responsible for the following:
- Implement, maintain, and advise on MWH safety and security protocols and ensure a secure environment for MWH staff, consultants, and assets;
- In coordination with the Ukraine Operations Manager, review and revise organizational and project-based security policies and procedures, identifying gaps and establishing benchmarks to ensure effective implementation, documentation, and reporting;
- Propose and implement security, safety and risk mitigation measures and ensure that personnel comply with all applicable security requirements;
- Regularly monitor security conditions, staying abreast of the ongoing threat environment and brief leadership and staff accordingly;
- Conduct regular risk assessments to identify vulnerabilities and potential security threats, and work with the Ukraine Operations Manager to develop recommendations to address any identified vulnerabilities;
- Develop and conduct safety and security briefings and trainings for MWH staff and consultants;
- Coordinate local response during security incidents, including coordination with emergency services as needed;
- Respond to security breaches or incidents and prepare detailed reports and corrective actions in line with MWH procedures;
- Oversee movement control and coordination for MWH staff and consultants, including driver and vehicle deployment as relevant;
- Serve as security focal point for project partners and with external security providers and/or contractors as needed;
- Oversee the installation, maintenance, and operation of security equipment such as locks, alarms, access systems;
- Ensure visitor access and vehicle control systems are effective and appropriate for the threat environment;
- Provide out-of-hours emergency response support as needed;
- Provide weekly security report to Operations Manager, country leadership, and MWH HQ security focal point; and
- Perform other duties as assigned by supervisor.
Minimum Qualifications and Experience
- High school diploma or a bachelor’s degree in a related field such as security management;
- At least 3+ years of professional experience in safety and security management in Ukraine;
- Experience and knowledge of personnel and organizational security issues, security management and security awareness;
- Experience implementing security policies, procedures, and protocols;
- Prior experience preparing security reports and risk assessments;
- Ability to train local and international English-speaking staff in safety and security measures;
- Excellent computer skills with proficiency in Microsoft Office and Outlook, and knowledge management platforms such as Dropbox or Box;
- Previous experience with USAID-funded projects preferred;
- Written and spoken fluency in Ukrainian; and
- Written and spoken working proficiency in English.
