Result of Service
Training programme for 4-day detection of document fraud in cultural property trafficking in Egypt is prepared. Training materials (presentations, case studies, handouts, exercises, and evaluation forms) are developed and submitted in both Arabic and English, tailored to the national contexts of Egypt and Lebanon, covering key documentation types such as provenance and ownership histories, import/export certificates, customs declarations, and related legal documents. The 4-day inter-agency training is successfully delivered in Arabic for participants from both Egypt and Lebanon. An activity report summarizing the training, including participant feedback, lessons learned, and recommendations is submitted.

Duties and Responsibilities
Under the supervision of the Head of GPCD, the consultant will: • Design a comprehensive training curriculum addressing document fraud in cultural property trafficking cases, with a focus on customs, law enforcement, prosecutorial, and judicial responses. • Develop training materials, including presentations, handouts, case studies, and practical exercises. • Incorporate case-based exercises and analysis related to fraudulent provenance records, falsified import/export documentation, customs forms, and other documents used to facilitate or disguise trafficking in cultural property. • Ensure that the training course is delivered in Arabic, and that all materials—including presentations, handouts, exercises, and case studies—are prepared and submitted in both Arabic and English. • Coordinate with UNODC and national authorities to validate content relevance. • Facilitate and deliver a 4-day inter-agency training workshop in Egypt for participants from both Egypt and Lebanon. • Prepare an activity report summarizing the training, including participant feedback, lessons learned, and recommendations.

Qualifications/special skills
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Arabic is required. Knowledge of another United Nations official language is an advantage. At least ten years of professional experience in criminal justice, document fraud investigation, or cultural property protection is required. Experience in identifying and analyzing fraudulent documentation such as provenance records, import/export certificates, customs declarations, and certificates of authenticity is required. Demonstrated ability to develop training content tailored to the roles of customs officers, law enforcement personnel, prosecutors, and judges, with a specific focus on assessing, verifying, and challenging suspect documentation in investigations and judicial proceedings, is required. Experience in designing and delivering inter-agency training programmes is desirable. Knowledge of international legal instruments and national frameworks related to cultural property trafficking and document fraud is required. Understanding of the evidentiary value and legal implications of documentation used in cultural property trafficking cases is desirable. Experience working with international organizations, particularly the United Nations or UNESCO, is desirable.

Languages
