Main purpose of job:
The British Embassy in Brasilia is looking to recruit a capable, motivated and experienced individual to join the Action to Combat Transnational Serious Organised Crime in Latin America (ACTS-LATAM) programme team and support programme management in Brazil. ACTS is a regional programme that strengthens state capacity to identify, disrupt and suppress transnational serious organised crime across Latin America, with a particular focus on illicit financial flows, money laundering and corruption.
The successful candidate will support ACTS programming in Brazil as part of a regional team working to ensure coherence across programme countries. They will work closely with the ACTS Technical Adviser based in Quito, Ecuador, who is responsible for quality assuring ACTS programming in Brazil.
This role will require strong teamwork skills to support the activities of different UK Government Departments, frequent travel within Brazil and the wider Latin American region where projects are being implemented. Communication and engagement skills will be vital to liaise with project implementing partners and host nation officials.
Funding for this role is currently confirmed until March 2027. However, there is a possibility that the programme may receive multi-year funding, which could allow the position to continue beyond this date.

Roles and responsibilities:
To assist project management and drive strong delivery of ISF programming within Brazil and regionally (60%)
- Be responsible for all parts of the project management cycle – design, mobilisation, delivery, monitoring and closure.
- Track, forecast and monitor project spend and provide accurate financial reporting to the ACTS-LATAM Deputy Programme Manager including the identification and management of spending gaps, budgetary risks and issues and formulate mitigation options.
- Provide support to the ISF ACTS-LATAM Programme Team to ensure strategic direction and that the funding of the programmes is maintained.
- Support the Programme Technical Advisors and Head of Programme in the spotting new opportunities for UK support and designing new interventions.
- Build and manage relationships with key stakeholders, including high-level diplomatic engagement principally in Brazil but also potentially regionally.
- Support and facilitate visits to Brazil by wider ACTS colleagues and implementing partners, including coordinating meetings with stakeholders, programme activities and related engagement to support effective delivery.
- Identify opportunities to add value to the programme and make recommendations to the senior programme officers to ensure the most efficient use of UK resources.
- Provide a point of contact for coordination across other HMG funds operating in Colombia and support opportunities for collaboration.
- Support the assessment and implementation of regional cross-cutting themes for maintaining and improving compliance of the programme (i.e. gender mainstreaming, project conflict sensitivity, Value for Money and other as assigned).
Programme Monitoring & Evaluation (30%)
- Support the Deputy Head in the quarterly and annual programme monitoring and evaluation activities. Track status of delivery, including expected and unexpected programme/project outputs and outcomes.
- Support The Action to Combat Transnational Serious Organised Crime in Latin America (ACTS-LATAM) programme and determine strategies and processes to conduct effective monitoring and evaluation activities across the portfolio.
- Share best practices across the programmes, in addition to lessons learnt activities to strengthen the portfolio monitoring and evaluation strategy and processes.
- Ensure strong processes are in place to identify, alert and if possible, mitigate risks of under-delivering programme outputs and outcomes.
- Provide support to senior management to ensure that the ISF programme keeps appropriate considerations of monitoring and evaluation in the project management cycle or that appropriate tools are being regularly used and updated.

Essential on arrival:
- Undergraduate degree or above in a relevant subject (i.e. but not limited to social/political science, international affairs, business administration, or law).
- Relevant experience in political analysis, policy work or managing international cooperation projects related to security justice and/or organised crime.
- Experience engaging politically and building relationships across the Brazilian security and justice landscape, obtaining buy in for joint working.
- Experience of working with Brazilian public institutions, NGOs, think tanks or Multilateral Organisations to design and manage projects in the areas of conflict, security and justice, and/or organised crime.
- Excellent interpersonal and communication skills.
- Excellent organisational skills and good political judgment.
- Be a flexible and creative problem-solver, able to come up with innovative solutions to complex challenges.
- Strong IT skills.
- High-level written and spoken English (at least B2) and Portuguese (fluent).
- Willingness to travel frequently across Brazil and regionally.
- Legal status to live and work in Brazil in your own right, from time of Application.
- Valid passport.

Desirable skills / experience / qualifications:
- Experience with policy in the area: migration, SOC, public security illicit finance, corruption and justice affairs.
- Proficiency with project planning/monitoring applications and systems (e.g. MS Project, MS Excel, Spreadsheets, etc.) and be an expert on tools utilised by PMO control project plans, schedules and budget.
- Sound knowledge of programme/project monitoring, control tools and IT.
- Prior experience using specific Monitoring and Evaluation tools, particularly, but not limited to: Outcome Harvesting methodology.
- PRINCE II or the PMI® (Project Management Institute) qualifications on programme and project management.

This role will require travel to conflict-affected regions Colombia as well as to countries within the Programme and the UK. A valid passport is, therefore, essential. Any individual applying should declare any issues that may impact Visa applications to the UK or any other country.
