Main purpose of job:
The UK delivers programme work in Taiwan designed to support Taiwan as it builds its resilience in an uncertain international context.
The development and oversight of this programme now needs dedicated programme management resource to be sustainable.
The programme extends over a range of thematic areas, delivered in partnership with a broad range of implementing partners. The programme has £3m funding for FY 25/26, with potential to grow further.
This role being recruited will be managed by a newly appointed UK Programme Manager, who will have overarching responsibility for delivering this portfolio of programme work.
As this role will work closely with local implementers and Taiwanese partners, Mandarin language proficiency is a requirement.
The sensitive nature of the policy work means that this role is only open to nationals of the UK, US, Australia, Canada and New Zealand.
Roles and responsibilities / what will the jobholder be expected to achieve:
- Programme management (20%): ensure good programme management and compliance across the Taiwan programme in line with appropriate UK Fund best practice. Work with policy leads across British Office Taipei to ensure that programmes are designed and delivered in line with policy.
- Programme set-up (20%): including supporting development and scrutiny of proposals and bids (where relevant), leveraging Commercial advisory support, identifying potential implementers and leading work to develop grants/contracts.
- Financial management (10%): Ensuring compliance of projects with respective finance requirements including value for money.
- Governance (10%): Support UK programme manager to deliver good governance, including by acting as Secretary for Board meetings and working groups.
- Work alongside the projects’ delivery partners (10%): To identify and monitor portfolio risks and issues, develop mitigating actions and escalate as appropriate to the SRO (DHM).
- Represent at events (5%): Attend and become involved in workshops between hosts and implementers.
- Establish and operate project controls with supplier on behalf of the team (5%): Reporting on project progress and status.
- Work with Conflict and Gender Advisers (5%): To ensure all projects are conflict and gender sensitive.
- Supporting the Programme Officer (5%): To ensure M&E best practice is implemented across projects.
- Working to Deputy Head of Mission (SRO for Programmes) (10%): Act as Secretary to British Office Taipei International Programme Board, with oversight of broader BOT project work on climate, energy, market access, tech etc (total spend = c.£200k-£300k), liaising with policy leads to advise and ensure compliance with project delivery best practice and PROF guidance, centrally defined timelines and alignment to post business plan.
Resources managed (staff and expenditure):
Aside from broader management of c.£3m in programme funds, this role will manage the team’s travel and business hospitality budget.

Nationality requirements:
- Nationality from one of the 5Eye counties (UK, US, Australia, New Zealand or Canada).
- Applicant must have had a recent period of residence in the UK, US, Australia, New Zealand or Canada (minimum of a single 12 month period in the last 5 years).

Working patterns:
British Office Taipei is strongly committed to supporting a work life balance. Standard working hours are 09:00-17:30, with flexi hours possible within office opening hours (08:30-18:30). We have official phones and laptops, which enable flexible working, with remote working of up to one day a week possible, in agreement with line managers.
Employment offers are subject to successful clearance of pre-employment checks. Staff recruited locally by the British Office are subject to Terms and Conditions of Service according to local Taiwan employment law. Candidates must have the correct permit to work in Taiwan in order to apply.
