ORGANIZATIONAL CONTEXT
In 2018, WFP re-established its presence in the Caribbean with an office in Barbados. The WFP Caribbean Multi-Country Office (MCO) supports 22 countries and territories across the English- and Dutch-speaking Caribbean. WFP Caribbean’s capacity strengthening programme focuses on vulnerability analysis and mapping; end-to-end supply chain management; shock-responsive social protection; food systems strengthening; and climate risk financing. In times of crisis, WFP works with partners to provide direct assistance when events surpass national and regional capacities by delivering food, cash or voucher assistance, or through emergency logistics or emergency telecommunications service provision.
At this level job holders are expected to use initiative and knowledge within an area of expertise to independently respond to queries with general guidance. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. Job holders are expected to manage resources and coach and coordinate a team of support staff.
The HR Associate (G6) applies specialized knowledge of Human Resources policies, procedures, and systems to provide effective HR support, ensuring compliance with organizational rules while delivering a high standard of client service. The role requires strong administrative, coordination, and communication skills, the ability to manage sensitive information with discretion, and proven capacity to support recruitment, onboarding, and staff lifecycle processes in a diverse and fast‑paced environment.
This position is based in Barbados and reports to Head of Human Resources.
THE ROLE
To deliver a full range of HR support services to ensure accurate implementation of WFP policies and procedures and facilitate the effective functioning of a client-focused and strategy-oriented HR services.
KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):
1. Provide assistance on a wide range of complex HR queries and follow up actions, to ensure consistent and high quality HR services are delivered to clients.
2. Allocate responsibilities and support on-the-job learning and development of junior support staff, to ensure they have adequate knowledge of HR systems and procedures required to perform their duties and subsequently can contribute to the provision of effective HR services.
3. Identify evolving needs of the organisation and recommend changes in HR processes and procedures, to support improvements in HR services.
4. Analyse and respond to various internal and external queries, to ensure that clients are well-informed and that HR team activities are aligned with broader WFP objectives.
5. Review and compile a variety of data on staff recruitment and selection, contractual conditions, entitlements, performance and training requirements, workforce, etc., to support analysis and reporting needs.
6. Support activities in the areas of work allocated by the professional officer in compliance with relevant processes and procedures.
7. Support and deliver on boarding for new staff joining WFP, to ensure that relevant processes are followed and the conditions of terms of service are explained and understood.
8. Prepare a range of complex HR documentation required for the specific area of work (e.g. employment contracts, transfer/separation letters, training-related documents, etc.) ensuring accuracy and meeting established deadlines.
9. Use HR management systems for reviewing, entering and updating a variety of HR data including monitoring various deadlines (e.g. contract expiration, PACE, etc), ensuring compliance with the established deadlines and accuracy of HR data.
10. Co-ordinate the maintenance of confidential personnel records, HR databases and archives, to ensure data and files are accurately stored and updated in compliance with the established standards
11. Monitor staff deployment and handle related administrative actions including preparation of reports, to support efficient HR service enabling WFP to respond quickly to a crisis.
12. Other related duties as assigned.
OTHER POST REQUIREMENTS (details to be determined by Post Managers):
WFP provides emergency response support to the 22 English and Dutch-speaking countries in the Caribbean as needed. In this role, the incumbent may be required to:
Support the Unit”s emergency response activities.
Deploy to affected countries to assist with Unit operations as required.
Work beyond regular working hours to support emergency response efforts.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
Demonstrated experience applying HR Services standards, policies, and procedures across a range of international and humanitarian contexts, with the ability to interpret and apply policies to non‑routine or moderately complex HR cases.
Proven experience delivering HR‑related training, briefings, or onboarding to new staff members, and serving as a reliable point of contact for ad‑hoc HR queries, ensuring accurate and consistent advice.
Experience providing HR guidance and advice to employees and supervisors on a broad range of HR matters (e.g. contracts, entitlements, performance management, recruitment, capacity building), ensuring alignment with established HR policies, procedures, and regulatory frameworks.
QUALIFICATIONS AND EXPERIENCE
Education: Completion of secondary school education. A post-secondary certificate in the related functional area.
Experience: Minimum of six (6) years of progressively responsible experience in Human Resources, administration, or a related functional area.
Knowledge and Skills:
Strong understanding of confidentiality requirements and ethical standards when handling staff information and sensitive HR matters.
Knowledge of end‑to‑end recruitment processes, including vacancy management, candidate screening, interview coordination, reference checks, onboarding, and induction.
Solid knowledge of HR administration, including recruitment, contract management, staff entitlements, performance management, learning and development, and separation processes within a UN or international organization context (an asset).
Proficient in the use of the Microsoft Office Suite and other standard office productivity tools. Proficient use in Workday is an asset.
Good written and oral communication skills, with the ability to prepare clear and accurate correspondence.
Strong interpersonal skills and the ability to work effectively in a multicultural and diverse environment.
Excellent organizational and time‑management skills, with the ability to manage multiple priorities and meet deadlines.
Language: Fluency (level C) in English language.
TERMS AND CONDITIONS
Who Can Apply?
This position is open to nationals of Barbados and CARICOM member states and associate members. CARICOM Nationals applying for National position outside of their home country bear sole responsibility for required actions or expenses related to relocation, accommodation, repatriation and any other living expenses,etc. A CARICOM Skilled National Certificate is a pre-requisite of employment for successful candidates who are not from the country for which the position is advertised.

Duration on Contract: 12 months. This contract is eligible for extension. Extension of contracts will be based on satisfactory performance and operational requirements. There will be a 12-month probationary period upon appointment to the role.
Duty Station: Bridgetown, Barbados
Travel Requirements: The WFP Caribbean Office cover the 22 English and Dutch speaking Caribbean countries. The selected candidate may be required to travel from time to time, both regionally and internationally, to support missions, emergency responses, training etc. As such full medical clearance will be required.
