WHO: National Consultant on Health Information Governance – Kyiv

Purpose of consultancy

To support the WHO Country Office in Ukraine and national stakeholders in strengthening Ukraine’s health information governance framework by advancing reviews of legislation, institutional roles, data flows, digital health initiatives, medical statistics depaperization, data protection, interoperability, system sustainability, and alignment with EU and international standards, including General Data Protection Regulation (GDPR) principles and the European Health Data Space (EHDS).

Background

The WHO Country Office in Ukraine continues to support the Government of Ukraine in strengthening health information systems, with particular focus on digital transformation and alignment with European Union requirements. Ukraine’s EU candidate status has accelerated reforms in digital health and data governance, requiring modernization of legislative frameworks, stronger governance arrangements, improved interoperability of digital systems, and enhanced coordination among national stakeholders, including the Ministry of Health, the Ukrainian Public Health Center, the National Health Service of Ukraine, SOE eHealth, and regional entities.

Within this context, the Health Information Management Unit is implementing technical activities to support national priorities, including desk reviews of Ukrainian legislation against EU health information requirements, strengthening of health information governance frameworks, depanelization of medical statistics, and advancement of national digital platforms such as the Public Health Information Platform.

There is a need for a national consultant on health information governance to provide technical, analytical, and coordination support for legal, institutional, and technical reviews related to health information systems, medical statistics, digital health infrastructure, emergency health data management, classifications, and EU alignment during the consultancy period.

Deliverables

Deliverable 1. Inception note and workplan prepared, setting out the proposed methodology, priority areas, timeline, key stakeholders, consultation approach, and expected analytical outputs for the consultancy. Expected by: one inception note and workplan in English submitted within the first month of the contract.
Deliverable 2. Desk review of health information governance legislation updated, covering key legal and regulatory acts related to digital health, medical statistics, personal data protection, public health reporting, health information systems, and institutional mandates. Expected by: one updated desk review in English submitted by 31 August 2026.
Deliverable 3. Legal and institutional accountability matrix developed, mapping relevant institutions, legal mandates, data roles, data flows, ownership, controllership, administration, reporting obligations, access basis, validation functions, and governance gaps. Expected by: one accountability matrix in English submitted by 30 September 2026.
Deliverable 4. Depaperization analytical note prepared, assessing legacy reporting forms, obsolete or duplicative indicators, opportunities for ESOZ-based automated reporting, and recommendations to reduce reporting burden and improve data quality. Expected by: one analytical note in English submitted by 31 October 2026.
Deliverable 5. EU and EHDS alignment brief prepared, presenting gap analysis and practical recommendations on EHDS alignment, GDPR principles, cross-border health data exchange, secondary use of health data, ePrescription, patient summaries, and health statistics. Expected by: one alignment brief in English submitted by 30 November 2026.
Deliverable 6. Cross-border data exchange and surveillance integration note prepared, summarizing relevant developments involving SOE eHealth and international partners and identifying practical options for improving integration between the electronic surveillance system and ESOZ. Expected by: one technical note in English submitted by 15 December 2026.
Deliverable 7. Meeting support materials prepared for technical consultations with national and international stakeholders, including agendas, talking points, presentations, briefing notes, minutes, and action points as required. Expected by: materials for at least 6 technical meetings prepared throughout the contract period, with minutes and action points completed within 5 working days after each meeting.
Deliverable 8. Final consultancy report prepared, summarizing activities completed, key findings, stakeholder consultations, deliverables produced, recommendations, and proposed next steps for strengthening health information governance and EU alignment. Expected by: one final report in English submitted by 31 December 2026.

Qualifications, experience, skills and languages:

Educational Qualifications:

Essential: Bachelor’s degree in public health, Health Information Management, Health Policy, Epidemiology, Digital Health, Data Science, Health Informatics, or a related field from an accredited/recognized institute.
Desirable: Master’s degree in public health, Health Policy, Health Informatics, Digital Health, Data Science, Epidemiology, Law, Public Administration, or a related field.

Experience

Essential: At least 5 years of professional experience in health information systems, digital health governance, health data management, public health reporting, or health policy at national and/or international level. Demonstrated experience reviewing legislation, developing policy documents, strategies, analytical briefs, or governance frameworks in the health sector. Experience coordinating multisectoral consultations and facilitating discussions with government institutions, national public health agencies, and international partners.
Desirable: Experience working with EU health information regulations, data protection frameworks such as GDPR, interoperability standards, and EU digital health policies. Prior experience with health system reform, HIS modernization, health data governance, or depaperization initiatives is an asset. Relevant experience with WHO or another United Nations agency is desirable.

Skills/Knowledge:

Essential:

• Strong understanding of health information architecture, data flows, reporting systems, digital registries, statistical data collection processes, institutional mandates, data governance, and interoperability.
• Strong analytical skills, including the ability to synthesize complex regulatory, institutional, and technical information and produce clear, actionable recommendations.
• Ability to prepare high-quality reports, strategies, policy briefs, technical reviews, meeting materials, and presentations in English.

Good coordination and communication skills, including the ability to work with government institutions, public health agencies, and international partners while maintaining confidentiality and responsible data use.

Desirable:

• Knowledge of the Ukrainian health system, ESOZ, SOE eHealth, public health reporting arrangements, and challenges posed by the current conflict.
• Familiarity with the European Health Data Space, GDPR principles, cross-border health data exchange, ePrescription, patient summaries, health statistics, and secondary use of health data.
• Ability to propose practical and phased solutions for depaperization, interoperability, and EU alignment.

Languages and level required:

Essential: Excellent knowledge of Ukrainian language; fluency in English language (reading, writing, and speaking).

On-site: WHO Office in Kyiv, Ukraine

Travel

The consultant is expected to travel to oblasts depending on operational needs, including stakeholder consultations, data-flow review, institutional coordination, and field-based health information governance activities.

Remuneration

Contract total value: USD 21,600
Monthly rate, daily rate and numbers of the days: USD 3,600 per month; USD 180 daily rate; 20 working days per month; 6 months.
Consultant pay band range: NO-B level
Terms of payment: the payment will be on a monthly basis after provision of Technical Report and approval from Responsible Officer
