OBJECTIVES OF THE PROGRAMME

The office of Budget and Finance Unit provides full range of administrative and financial support and services to all regional activities and programmes to facilitate the achievement of WHO objectives. Budget and Finance Unit including the Staff Health Insurance (SHI) provides support services necessary for the efficient functioning of the Organization.

DESCRIPTION OF DUTIES

1. As a senior member of the WPRO SHI team, responsible for coordination of the assigned tasks and providing guidance to the members of the team.

2. Troubleshoot problems, build resource capacity, monitor work output and perform regular review of the SHI Claims and Direct Payment Monitoring Sheets. Provide periodic updates to Finance Officer and Budget and Finance Officer to ensure that pending items are resolved immediately.

3. Provide efficient administrative support related to SHI including timely issuance of letter of guarantee to hospitals and service providers, reply to queries and requests, and process/review SHI direct payments to hospitals and other healthcare providers. Verification or review of catastrophic limits(as needed).

4. Liaise with hospitals or service providers concerning corrections required on bills/invoices, overdue bills, unpaid bills or overpaid bills.

5. Coordinate the submission of reports and related documents to Insurance Officer, Medical Adviser, Global Standing Committee(GSC) through SHI/HQ on claims/reimbursements requiring exceptional approval.

6. Coordinate the collection and process the recording of insurance premiums of retired staff members, surviving spouse/dependents.

7.Conduct SHI briefing to new staff and retirees and prepare presentation for SHI related events and activities.

8. Analyze problems and contribute to continuous process improvement ideas to enhance both the speed and quality of SHI services.

9. Assist on urgent matters relating to SHI, providing back-up and support in the absence of team members; and

10. Perform other related duties as may be assigned.

REQUIRED QUALIFICATIONS

Education

Essential: Completed secondary education or equivalent with thorough training in Business Administration, Accounting and/or clinical Nursing.
Desirable: University degree in Business Administration / Commerce (with specialization in accounting/financial management) or Nursing. Professional qualification or licensure in his/her field of education is an advantage.

Experience

Essential: Minimum of eight years of accounting/financial management and/or health insurance claims processing, preferably in a large organization.
Desirable: Minimum of 2 years of Accounting/finance and/or health insurance claims processing from other United Nations agencies/international organizations.

Skills

Thorough knowledge of WHO Staff Health Insurance Rules, Staff rules and administrative rules and procedures. Strong interpersonal and communications skills, respect for confidentialities and cultural differences. Strong analytical skills to analyze and interpret source documents and data. Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard or personal conduct. Working knowledge of Microsoft applications.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at PHP 935,973 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
