This is an exciting opportunity for a seasoned professional – passionate about driving development to be more effective, equitable, and efficient through evidence and identifying best practice – to join CIFF and help shape and drive evidence, measurement and evaluation (EME) in the area of climate change.

The role of the EME Manager (Climate) is to ensure that CIFF’s investments in climate change initiatives are informed by a robust evidence base, are designed to achieve tangible impact consistent with CIFF’s vision, and have effective measurement and evaluation systems. The EME Manager (Climate) will be a member of the EME team and will work closely with the sector teams working on climate change and sustainable development.

Role’s responsibilities:

Evaluation portfolio management:

  • Manage analysis, research and evaluation on specific climate change projects and sector trends, as required, to support the team and inform future strategic priorities and operational plans.
  • Support the EME Director and team in the organization, coordination, documentation, and professional presentation of EME outputs for the climate change strategy and planning process.
  • Work with members of the Finance team to coordinate and contribute to budget forecasting and disbursement for climate change programming for the EME team, aligned with organizational strategic and accountability priorities.
  • Draft Terms of Reference for hiring evaluation agencies and lead on agency shortlisting and selection
Impact measurement and evidence generation:
  • Commission, manage, and quality assure third-party evaluations of CIFF investments in climate change initiatives, including advising on study design, survey tools, and impact findings.
  • Undertake evidence synthesis on key climate change challenges and solutions to provide evidence and data-informed insights on program design and roll-out.
  • Analyze large-scale monitoring and evaluation data from climate change program partners to assess program performance and provide timely insights.
  • Ensure adherence to sector best practices in ethical data management and storage across the full portfolio of evaluation.
Sector knowledge and profile-building:
  • Ensure CIFF remains current with best practice and trends in EME approaches and developments within the climate change sector;
  • Provide technical advice on the accuracy, robustness, and applicability of evidence to support the development and ongoing delivery of climate change investments.
  • Drive effective dissemination of evidence and data, where findings from CIFF’s climate change investments are used to influence regional and global policy and practice;
  • Support and manage EME capacity development for the CIFF team working on climate change, including identifying gaps within grantee organizations and designing support programs to address these.
  • Support the uptake of innovative approaches and technology to monitor, evaluate, and report on the impact of CIFF’s climate change investments;
Stakeholder and partner management:
  • Represent CIFF EME (Climate) and manage relationships with implementation and evaluation partners (organizations and consultants), especially in the climate change sector, in an engaging and collaborative manner.
  • Proactively maintain external networks with subject matter experts in the measurement and evaluation communities, with a focus on climate change, to ensure CIFF’s thinking and decision-making is informed by the most up-to-date insights and research.
  • Work and travel across multiple time zones, likely 1 or 2 times per year. .
Key working relationships:
  • CIFF Board members
  • Other CIFF teams – particularly EME and functional sector teams (e.g., climate sub-teams, legal, finance)
  • Global partners and stakeholders – e.g., UNFCCC, climate research institutions, international climate change funds
  • International charities and NGOs – e.g., Climate Action Network, World Wildlife Fund, Greenpeace
  • National governments and local NGO partners in priority geographies for climate change interventions
  • Research and academic institutions active in the field of climate change
Requirements:

Skills & Experience:

  • Demonstrable experience in analysis and policy, planning, and program delivery, due diligence, including field experience, all within the development sector
  • Knowledge of the evidence bases pertaining to program design and implementation in the area of climate change, and belief in the importance of evidence-based decision-making
  • A track record in the strategic planning for and measurement and evaluation of climate change mitigation programmes is desirable.
  • A strong quantitative background, with an in-depth understanding of data systems and analytics, study design and implementation, including sampling, and statistical analysis
  • Strong working knowledge of qualitative research approaches, including sampling, instrument design and analysis and write up of qualitative data.
  • Strong working knowledge of impact measurement and program monitoring and evaluation
  • Demonstrable expertise in commissioning and managing evaluations and research – from finding and engaging providers to managing activities and providing technical guidance, and relationships with them
  • An innovative thinker with a pragmatic and solution-oriented mindset
  • Demonstrable experience of working and influencing at senior levels, especially in the use of evidence to impact policy-level decisions
  • Ability to analyze an organization’s strength of management, vision, and adaptive capacity. Ability to recruit, guide, influence and/or advise management teams to effectively implement programs
  • Experience in supporting capacity building for evidence collection and use, system development, and communication, including programmatic staff and/or national stakeholders and government ministries desirable
  • Experience working within government systems and/or experience influencing the policies of government agencies, private sector organizations, or donor organizations
  • Effectively champions and promotes causes – credible and professional, they always present the Foundation’s programs in a compelling way to engage the audience
  • Skilled in relationship building and strengthening; able to influence others and work collaboratively, uniting groups with a shared purpose
  • English is CIFF’s business language – we expect all of our people to display outstanding verbal and written communication skills across all aspects of their role
  • Capacity to work in a range of cultural and socio-economic contexts, adapting style and approach appropriately and in a culturally sensitive manner to maximize effectiveness
  • IT proficiency, including Microsoft Word, Excel, and PowerPoint
  • A proven self-starter who works with pace and resilience
