                                                         TERMS OF REFERENCE

The purpose of this consultancy is to provide engagement leadership to operationalize two multistakeholder partnerships: the Children’s WASH SDG Fund and the People’s Survival Fund Plus. The Multistakeholder Engagement Partner will convene partners, establish and manage a private sector membership offer, and develop partner-facing communications and fundraising materials that strengthen pipeline development, partnership conversions, and sustained engagement in support of equitable, climate-resilient outcomes for children and communities in the Philippines

Scope of Work:

In collaboration with the Government of the Philippines, UNICEF Philippines is establishing a Children’s WASH SDG Fund campaign as a multi-stakeholder platform to mobilize and steward private sector and philanthropic contributions in support of equitable, climate-resilient water, sanitation and hygiene (WASH) outcomes for children and communities in the Philippines. The Fund is expected to mobilize and manage at least USD 10 million over a five-year period from 2026 to 2030. The Fund aims to accelerate progress toward SDG 6.1 and 6.2 by enabling partners to align behind common priorities, evidence-based solutions and measurable results, with particular attention to underserved and low-access areas.

 

In addition, UNICEF Philippines is mobilizing partners to support the People’s Survival Fund (PSF) Plus, a flagship adaptation project proposed for international climate finance that would provide climate resilient social services in selected local government units (LGUs). The PSF Plus would provide an opportunity for public, private sector and philanthropic cofinancing. The PSF Plus is expected to begin in 2027 and run for a five-year period.

 

The consultant will support partnership engagement by convening stakeholders, developing and managing a private sector membership offer, and producing partner-facing communications and fundraising materials that strengthen pipeline development, partnership conversions and long-term engagement.

 

The consultant will do the following:  

1. Children’s WASH SDG Fund secretariat support: Serve as secretariat for the Fund’s Steering Committee (coordination mechanism), including scheduling meetings, preparing agendas and briefing packs, drafting notes/minutes, maintaining an action tracker, and following up on agreed action points. Gather feedback and suggestions from partners.
2. Strategic convening and engagement: Develop and implement a stakeholder engagement approach for (1) the Children’s WASH SDG Fund and (2) PSF Plus partners. This will include a plan and deliver priority convenings (e.g., briefings, roundtables, webinars and field visits) to build alignment, generate commitments and sustain partner relationships. Organize and manage event execution including donor visit if required.
3. Membership development & management: In close collaboration with UNICEF Partnerships and Fundraising (PFP) and Communications and Advocacy (C&A), operationalize and manage the private sector membership model for the Children’s WASH SDG Fund in line with agreed membership tiers and benefits. Develop compelling “investment cases” (including tailored opportunity briefs and presentations) to help secure multi-year contributions and strategic partnerships for both the PSF Plus and the Children’s WASH SDG Fund.
4. Content creation and partner communications: Develop partner-facing communications materials for the Children’s WASH SDG Fund, including periodic newsletters/updates and website content updates. Support the drafting and packaging of Fund reporting products (e.g., partner reports, results updates, and learning briefs) in line with UNICEF branding and communications guidance.
5. Thought leadership and business engagement. Develop a thought leadership agenda around child-focused climate adaptation. Develop a plan for advising partners on ESG alignment, child rights due diligence, and responsible business practices in close consultation with the Social Policy team’s Programme Officer for child rights & business.
6. Reporting: Develop donor reports as required for each contribution or pooled fund in close collaboration with program staff. Develop a short quarterly newsletter for partners in the Children’s WASH SDG Fund.

Minimum requirements:

• education:

Advanced degree in Business Administration with a focus on Corporate Sustainability or a Master’s Degree with significant relevant experience.

• Work Experience:

• Minimum 3 years’ experience in private sector partnerships/CSR/ESG, resource mobilization, or multi-stakeholder initiatives.
• Strong stakeholder engagement and facilitation skills, including convening senior partners across sectors.
• Experience in secretariat/coordination support (agendas, briefs, minutes, action tracking and follow-up).
• Ability to manage and deliver membership offers.
• Strong writing skills for marketing materials, content creation, partner-facing communications and reporting products.

 

• Skills:
• Excellent communication, presentation and influencing skills.
• Strong partnership-building, networking and relationship management skills with public and private sector partners.
• Proven stakeholder engagement and facilitation skills, including planning and running multi-stakeholder meetings and events.
• Strong coordination and planning skills, able to manage multiple priorities and deliver high-quality outputs on time.
