TERMS OF REFERENCE

The consultant will work closely with the Ministry of Health (Division of Nutrition and Dietetics), the National Nutrition and Dietetics Policy Secretariat, and the Multisectoral Committee (MSC) to undertake the following:

  1. Inception and Work Planning
  2. Policy, Legal, and Institutional Landscape Analysis
  3. Evidence Generation and Policy Issue Definition
  4. Policy Development and Structuring
  5. Facilitation and Stakeholder Engagement
  6. Facilitation of Public Participation and Nutrition & Dietetics Policy Validation
  7. Nutrition & Dietetics Policy Finalization and Development of Knowledge Products
  8. Reporting and Progress updates

Minimum requirements:

Education:

  • Advanced university degree (Master’s or higher) or equivalent background in Nutrition, Public Health, Health & Nutrition policy, Social Sciences or related areas. A PHD is an added advantage.

Work Experience:

  • The consultant should adequately demonstrate expertise in country level health and nutrition programs design, policy formulation and development of strategic plans, development of costed multisectoral strategies & plans, monitoring and evaluation.
  • Have demonstrated a track record working in the areas of Public Nutrition internationally at Policy and Strategic levels, having worked in Kenya is an added advantage.
  • Proven track record for completing high quality nutrition & health policies, conducting planning, facilitating teams to develop policy documents, monitoring and evaluations within the stipulated timelines.
  • Demonstrated experience in developing national policies, multisectoral coordination, and in facilitating high-level technical processes.
  • At least 15 years’ experience working in the area of nutrition or public policy related areas at a senior level.
  • Evidence of excellent analytical, conceptual, communication, writing, and facilitation skills.
  • Ability to work independently and in teams within a multi-cultural environment.

  • Demonstrated excellent command of English, both written and oral.
