Who are we?
The British Embassy in Chisinau is part of a worldwide network, representing British interests overseas. We are recruiting a new Corporate Services Officer (CSO), to join our existing Corporate Services team.
The Corporate Services team consists of 14 Country Based Staff (CBS), who work together to deliver high-quality support to the Embassy, ensuring value for money, efficiency, and strong health and safety standards. and they collectively ensure the delivery effectively and to a high standard to the wider Embassy, considering value for money, efficiency, and health and safety.
Main purpose of job
The Corporate Services Officer (CSO) is an office-based role responsible for the smooth and compliant delivery of corporate services across the Embassy, with a primary focus on Finance and financial administration, alongside responsibilities in Procurement, HR and Estates. The role supports budgeting, financial processing, reconciliations, reporting and compliance activities, requiring strong financial administration skills and a high level of attention to detail to ensure services are delivered accurately, efficiently and in line with FCDO policies, local legislation and audit requirements.
You will be responsible for:
Finance & Procurement
- Manage the day-to-day operation of Post accounts, ensuring compliance with FCDO financial policies, procurement rules, and audit requirements;
- Prepare and submit statutory financial reports, including income tax, social contributions and medical insurance, in line with local legislation;
- Deliver payroll processing, including salaries, overtime, maternity, redundancy and other entitlements;
- Process invoices, payments and transfers, ensuring accurate coding and compliance with financial procedures;
- Manage cash processes, including cash flow and reconciliations;
- Support financial planning and monitoring expenditure against budgets and highlighting discrepancies;
- Maintain relationships with local banking partners and manage required documentation;
- Liaise with Finance teams and the Global Transaction Processing Centre to resolve financial and transactional queries;
- Manage procurement activities in line with FCDO policy, working with the Procurement Hub on sourcing and supplier performance;
- Act as GPCard/CCCard holder, ensuring appropriate use, reconciliation and reporting;
- Manage VAT reclaims in accordance with local regulations
- Process monthly mobile phone reimbursements and monitor related costs;
- Manage shared finance mailboxes, ensuring timely processing of invoices, including E-factura requirements;
- Maintain accurate, audit-compliant financial records and assist with and other routine financial processes;
- Provide clear financial guidance to staff and stakeholders;
- Support implementation of the Corporate Services Charter and contribute to continuous improvement of processes and systems.
Human Resources
- Maintain accurate and up-to-date staff records, including contracts, payroll data and employee documentation;
- Support onboarding and offboarding processes;
- Ensure HR data is accurately reflected across financial and administrative systems;
- Monitor local labour legislation and support compliance with employment requirements.
Other Responsibilities
- Act as Estates cover in the absence of the Corporate Services Estates Officer, supporting the delivery of estates services, contractor management and compliance requirements;
- Line manage two Corporate Services staff (S Grade), ensuring effective workload planning, performance management and delivery of objectives;
- Contribute to the effective running of the Corporate Services functions as required, including support to events and official activities;
- Foster a professional, customer-focused service culture across Corporate Services to ensure efficient and high-quality service delivery;
- Responsibilities may evolve in line with business needs; the jobholder is expected to demonstrate flexibility and undertake duties appropriate to the role and grade, as required by business needs and directed by the Line Manager.

- Full professional proficiency in both Romanian and English (written and spoken, minimum C1 level according to the CEFR framework*);
- University graduate with a proven track record of at least three years’ experience in finance, accounting, procurement, administration or another relevant field;
- Working knowledge of Moldovan accounting and financial legislation and regulatory requirements;
- IT proficiency, including experience working across multiple platforms and the Microsoft Office suite (Teams, Word, Excel, PowerPoint), including at least one year’s experience using 1C Enterprise;
- Experience supporting financial forecasting, budgeting and expenditure monitoring;

- Capable of working both independently and collaboratively, demonstrating flexibility and a proactive approach;
- Proven track record of delivering accurate, high-quality work to deadlines, with strong attention to detail and organisational skills;
- Proven ability to manage competing priorities and work effectively under pressure;
- Strong problem-solving skills, with a focus on identifying practical solutions;
- Good analytical skills, including working with and interpreting detailed financial information.

This is a full-time permanent contract. The Embassy’s pay and benefits package is in compliance with local labour law. The gross monthly salary for this position is MDL 32,892. The annual leave entitlement is 24 working days per calendar year, and the Embassy also observes 14 Moldovan/UK public holidays per year.
The successful candidate will be subject to reference checks, security clearance, and satisfactory completion of a probationary period of three months.
The Foreign, Commonwealth & Development Office (FCDO) has a strong Learning and Development (L&D) culture, supporting a 70:20:10 learning approach (70% on-the-job informal learning, 20% informal learning from others, 10% formal learning). The Embassy promotes ongoing learning and development.
The successful jobholder will receive an induction plan, including a suite of mandatory e-learning courses, and will have access to job-related training to support them in becoming effective in the role as quickly as possible.
