The British Embassy (BE) in Cairo is looking to recruit a Project Manager, job grade Executive Officer (EO), on a fixed term contract of one (1) year.
The jobholder will sit with the Security and Migration team in the Political Section of the Embassy and will be responsible for the day-to-day project management of our flagship border security programme. This will require close working with international organisations, for example the International Organisation for Migration, as well as a range of UK government departments and many elements of the Egyptian government.
The jobholder will be responsible for informing the iterative design of and tracking the implementation and delivery of BE Cairo’s border management project. This will involve building relationships with key stakeholders, including the project implementers, tracking progress and ensuring that quality reporting is produced on a monthly and/or quarterly basis, ensuring that the budget forecasts are accurate and accounting for any variations in spending. The role holder will also possibly help design future interactions of the project. The post holder will have a specific focus on ensuring the MEL (monitoring, evaluation, and learning) components of the project are developed and monitored closely so as to provide clear evidence on the impact of the project and suggestions for future iterations.
This role will be contributing to one of the UK’s top objectives: reducing inward migrations, whilst also looking to support capacity and capability building within Egypt.
Duties and Responsibilities:
- Project management and reporting 45%): You will be responsible for overseeing the implementation and delivery of our flagship border security capacity building project, and potentially additional projects in future. This includes ensuring that all activities align with the key design principles, and all project documentation is produced and quality assured, and kept up to date, as well as activities being carried out and financial reporting carried out accurately. Where necessary you’ll manage relevant in-country events and provide strategic guidance to keep activities aligned with UK Government policy objectives
- Strategic Relationship Management (20%): You will be expected to build strong relationships with implementing partners, and the wider migration policy and programming community across Cairo, to formulate a useful and productive network. You will support official engagement with senior leaders and interlocutors. You will use your organisational skills to maintain a variety of strategic engagement tools and respond in a timely manner to queries.
- Financial management (15%): You will have oversight of the financial management and assurance for your project and potentially other projects being carried out within the Embassy.
- Communications (10%): You will need to actively consider how to communicate the successes of the project both externally, and to those within the Embassy. You will also need to consider how to communicate this work to the wider Foreign, Commonwealth and Development Office.
- Corporate and wider Embassy support (10%): Within the embassy you will be expected to assume a substantial corporate role, contribute to wider embassy business, and provide support at cross embassy activities, for example the organisation of our National Day. You must be aware of, and be involved in, any Post contingency and evacuation planning and response.
The above list is not exhaustive, and the jobholder will be required to be flexible and take on other ad hoc tasks as required. The job description may be reviewed to meet changes in business needs.

- Fluent English and Arabic, both written and spoken. Able to express ideas and messages clearly and concisely, both orally and in written communication;
- Proven experience of at least two (2) years project management, including: designing new projects; setting specific outputs, outcomes and indicators; developing activity-based budgets; monitoring and evaluating impact of project spend; identifying risks and project outcomes;
- Strong IT skills, including use of MS Word, Excel and Outlook;
- Ability to build successful working relationships with a wide and diverse group of stakeholders;
- Ability to work independently, set priorities, monitor own workload and meet deadlines;
- A flexible and proactive approach; willingness to work in support of different areas of Embassy objectives as needed.
- Experience in managing project finances, including forecasting, budgeting and contracts.

Eligibility:
If you are selected for this position, the Embassy will be able to employ you as long as you:
- Have the right to work and live in Egypt; and
- Receive the appropriate level of security clearance.
Working hours and remuneration:
The Embassy aims to offer an attractive working environment and remuneration package for this role, including a non-negotiable gross salary of USD 1,736 per month, subject to insurance and tax as per the usual regulations, based on a 36 hours per week. Normal working hours are from Sunday to Wednesday 08:00-15:30 and Thursday 08:00-14:00.
Employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.
We offer a competitive package including medical benefits, performance related bonus, recreational facilities, opportunities for job related training and development, etc. There are no other allowances payable as part of this package. No accommodation nor relocation expenses are payable in connection with this position.
This role is for a full-time employment, on a fixed-term contract of one (1) year, subject to three (3) months’ probationary period.
